The Licensing Sub-Committee of Kensington and Chelsea Council met on Monday 24 August 2026 to consider an objection to a Temporary Event Notice (TEN) for 88 Bramley Road. The meeting was adjourned to allow for clarification regarding the police objection.

Temporary Event Notice for 88 Bramley Road

The primary item for discussion was a Temporary Event Notice (TEN) submitted by Mr Zane Turner for a temporary licensable event at 88 Bramley Road, London, W10 6UG. The event was proposed for Sunday 30 August and Monday 31 August 2026, during the Notting Hill Carnival, for the sale of alcohol both on and off the premises, with a maximum of eight people permitted at any one time.

Objections to the TEN were raised by the Noise and Nuisance Team, citing concerns about public safety. Specifically, the objection highlighted the proximity of the premises to Latimer Road Underground Station and its associated queueing system, suggesting that the event could exacerbate existing congestion, obstruct pedestrian movement, and potentially lead to rapid alcohol consumption. The initial objection also noted the absence of a risk assessment and event management plan.

During the meeting, it emerged that the Metropolitan Police had also lodged an objection, but there was initial uncertainty about whether this objection had been formally served on the licensing authority and the applicant. This led to a discussion about the procedural validity of the police objection. Mr Zane Turner, the premises user, confirmed that he had received the police objection.

To address the procedural issue and ensure all parties had the necessary information, the committee decided to adjourn the public hearing and move into a private session. The intention was to reconvene shortly to determine how to proceed, with options including relisting the hearing with correct notices or proceeding with only the objection from the Noise and Nuisance Team if the police objection could not be validated.

The meeting was chaired by Councillor Greg Hammond, with Councillor Natacha Tannous Ritchie and Councillor Ned Whitley also in attendance. They were assisted by Ms Lindsay LaMosseria, legal advisor, and Ms Laura McGann from the licensing team. Mr Philip Richardson represented the Noise and Nuisance Team, and PC Perry was present for the Metropolitan Police. Mr Zane Turner and Mr Adrian Asenor, a friend of Mr Turner, were also present as the applicant and a supporter, respectively.
