The Croydon Planning Sub-Committee met on Thursday 24 September 2026 to discuss two planning applications. The committee resolved to grant planning permission for an outline application for a new part 3/part 4 storey building comprising 16 C1 serviced apartments at Stoneham House, 17 Scarbrook Road, Croydon, CR0 1SQ. They also resolved to grant planning permission for a retrospective change of use at 22 Brighton Road, Coulsdon CR5 2BA, from a single-family dwellinghouse to a 6-bedroom, 6-person House in Multiple Occupation (HMO).
Stoneham House, 17 Scarbrook Road, Croydon, CR0 1SQ
The committee granted outline planning permission for the erection of a new part 3/part 4 storey building comprising 16 C1 serviced apartments at Stoneham House. All matters were submitted except for access. The decision followed a presentation by Barry Valentine, Principal Planning Officer, and consideration of objections from Richard Lloyd and Councillor Ria Patel. The committee noted that the scale of the development was the same as a previously approved scheme and that the proposed use was supported by planning policy. Conditions were imposed to address matters such as privacy, fire safety, and the use of the serviced apartments.
22 Brighton Road, Coulsdon CR5 2BA
The committee granted retrospective planning permission for the change of use of 22 Brighton Road from a single-family dwellinghouse to a 6-bedroom, 6-person House in Multiple Occupation (HMO). This application was re-presented to the committee due to an administrative oversight in the previous meeting where public representations were not fully summarised. Lucy Page, Team Leader – Development Management, presented the application. Alex Michie, speaking on behalf of Coulsdon West Residents' Association, addressed the committee in objection, raising concerns about biodiversity, the accuracy of submitted plans, and the applicant's previous conduct. The committee deliberated on issues including the quality of accommodation, parking, refuse storage, and biodiversity. Ultimately, the motion to grant permission was carried with three members voting in favour, none against, and three abstentions, subject to amended conditions relating to cycle parking, parking space demarcation, and landscaping.
