The Planning Advisory Committee of Ealing Council met on Thursday 10 September 2026. The meeting's agenda included a discussion on the Draft London Plan and the August 2026 National Planning Policy Framework, as well as a report on Climate Resilience.

Draft London Plan and August 2026 National Planning Policy Framework

The committee was scheduled to discuss the Draft London Plan, published on 16 July 2026, which sets out the Mayor of London's spatial development strategy for Greater London over the next twenty years. This plan establishes strategic planning policies relating to housing, economic development, transport, infrastructure, the environment, and land use. As the London Plan forms part of Ealing's Development Plan, Ealing's Local Plan must be in general conformity with it, indicating significant implications for the borough's growth and development. An overview of the draft London Plan was to be presented by officers, with invited guest speakers also providing their views. The discussion was intended to inform the council's formal response to the draft London Plan.

Additionally, the committee was to consider the National Planning Policy Framework (NPPF), published on 17 August 2026. The new NPPF introduces a significantly restructured approach to plan-making and decision-taking through the introduction of National Development Management Policies (NDMPs), which take immediate effect and are material considerations in planning decisions.

Climate Resilience

A report on Climate Resilience was presented to the committee. This report detailed updates to the Council's Climate Strategy through the 2025 Progress Report, which introduced three new elements: the Better Living Framework, a Collective Action Plan focused on working with and mobilising partners across the borough; Climate Adaptation; and the Resilience Programme. The report highlighted that while climate change is often viewed in terms of negative consequences, there are also positive opportunities, as many actions needed to reduce climate impacts and adapt to changing conditions can deliver wider benefits, including healthier lives, lower household bills, improved employment opportunities, better homes, and greener spaces. The Better Living Framework was designed to bring these benefits to the forefront, ensuring that climate action is considered not only in terms of long-term cost savings and resilience but also through its contribution to residents' quality of life. The programme was established in late 2024 in response to the growing recognition that many of the borough's buildings, schools, hospitals, and public facilities were constructed when the climate was significantly different from today. Following stakeholder workshops during 2024 and 2025, a draft strategy had been developed, and a public consultation was expected to launch in the coming weeks to gather views from communities, businesses, and institutions. The strategy aimed to strengthen resilience to climate change, address inequalities linked to climate vulnerability, provide an evidence base for future funding bids, demonstrate ongoing work in this area, and offer guidance to organisations and residents across the borough. The document was not a statutory strategy and did not duplicate existing emergency management arrangements; instead, it was intended to provide a framework for discussion and collective action, recognising that building climate resilience is a shared responsibility across the Council, partner organisations, and local communities.

The meeting was scheduled to begin with the election of a Chair and Vice-Chair for 2026-2027, followed by apologies for absence and declarations of interest. The minutes of the previous meeting were to be approved as a correct record.
