Appointment of Deputy Mayor for Safer and Stronger Communities
A key item on the agenda is the confirmation hearing for the proposed appointment of a Deputy Mayor for Safer and Stronger Communities. This role, which will have responsibility for policing, fire and rescue, crime reduction, and criminal justice functions, is a mandatory appointment for the Mayor of Greater Manchester following recent legislative changes. The report details that Mayor Bev Craig has nominated Kate Green for this position. Green has served as Deputy Mayor since January 2023 and is credited with overseeing improvements in Greater Manchester Police (GMP) and Greater Manchester Fire and Rescue Service (GMFRS). The Panel will review the candidate's qualifications against criteria including knowledge of the policing and criminal justice landscape, senior executive decision-making ability, and experience in influencing national policy. GMFRS Annual Assurance Declaration 2025-2026
The Panel is also scheduled to consider the Greater Manchester Fire & Rescue Service's (GMFRS) Annual Statement of Assurance for the period of 1 April 2025 to 31 March 2026. This document, which is required by the Fire and Rescue National Framework for England, outlines the governance, financial, and operational arrangements in place for GMFRS. The report details that the Statement of Assurance covers operational assurance, prevention and protection, financial assurance, governance, and workforce. It aims to provide assurance to the Mayor, the Panel, partners, and the public that GMFRS is being governed and managed effectively, is financially sustainable, and is delivering its statutory functions. The Panel is requested to note the contents of the report and endorse the publication of the Annual Statement of Assurance.
