The review has been submitted by Bob Dear, a Licensing Enforcement Regulatory Enforcement Officer, on the grounds that the licence holder has allegedly failed to uphold the licensing objective of preventing crime and disorder. The report details an incident on 17 June 2026 where officers found illicit tobacco products and sachets of Kamagra oral jelly during a visit to the premises. The report notes that the unpaid duty on the seized items amounted to £750. The applicant is requesting that the ultimate sanction of revoking the premises licence be imposed. Review of Newsbox

A review application has also been submitted for the premises licence of Newsbox, located at 5 Rochester Parade, High Street, Feltham, TW13 4DX. This review, also submitted by Bob Dear, is based on grounds that the licence holder has failed to meet the licensing objective of preventing crime and disorder. The report outlines an incident on 22 June 2026 where officers found illicit tobacco products hidden under sweets in a box behind the counter. The seized items included 23 packets of non-duty paid cigarettes, 5 pouches of roll-your-own tobacco, and 7 pouches of Indian oral tobacco. The report highlights that the premises licence holder, Mr Kiranjeet Singh Arora, is also the sole director of a company that operates Swan News t/a U R Local, which was visited the week prior and also found to have illicit products. The applicant is requesting that the premises licence be revoked. Similar to the Swan News review, no representations have been received in support of this application.

Hounslow Licensing Policy

The panel is also scheduled to review the Hounslow Licensing Policy. This policy sets out the principles applied by the London Borough of Hounslow when considering licence applications under the Licensing Act 2003¹. It aims to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The policy also details the council's approach to integrating licensing with other strategies, such as those for community safety, planning, and public health.
