Open Council Network is an independent organisation. We report on Carmarthenshire and are not the council. About us
The Cabinet Member for Deputy Leader and Regeneration, Leisure, Culture and Tourism meeting was scheduled to discuss several funding streams aimed at supporting local businesses and community projects. These included the Ten Towns Town Centre Spaces Fund, the Local Growth Fund for business support, and the Carmarthenshire Enterprise Fund. Additionally, plans for public toilet provision under the Transforming Towns initiative were on the agenda.
Ten Towns Town Centre Spaces Fund (Pride in Place Impact Fund)
The meeting was scheduled to consider applications for the Ten Towns Town Centre Spaces Fund, also known as the Pride in Place Impact Fund. This fund aims to support community projects in Carmarthenshire's rural market towns, with the objective of improving health and well-being, fostering community cohesion, and strengthening local areas. The fund is supported by Carmarthenshire County Council's Ten Towns Programme and the UK Government's Pride in Place Impact fund. Eligible activities include the creation, extension, improvement, or refurbishment of community facilities, as well as enhancing public spaces with initiatives like new green spaces, public squares, or outdoor play areas. The fund has a total budget of £750,000, divided equally among the ten towns, with individual grant awards ranging from £5,000 to a maximum of £75,000.
One specific application scheduled for consideration was from the Laugharne Festival Committee for improvements to Cors Field Park in Laugharne. The project proposed to modernise and enhance play provision, particularly for children and young people aged 8 to 14 years, by introducing new facilities such as a climbing tower with slides, accessible and inclusive swings, outdoor gym equipment, a sensory cabin, improved safety surfacing, and new bilingual signage. The report indicated that this scheme responded to feedback from local children and aimed to address an identified gap in provision for older children and young people in the area. The recommendation was to award a grant of £75,000, subject to the completion of a procurement exercise, securing necessary statutory approvals, and confirmation of the applicant's legal right to undertake the works.
Local Growth Fund - Business Energy Renewable Fund
The meeting was scheduled to review applications for the Local Growth Fund – Business Energy Renewable Fund. This fund is designed to support businesses in Carmarthenshire. However, the specific details of the applications and any recommendations were not publicly available, as the report was classified as not for publication due to containing exempt information under the Local Government Act 1972.
Local Growth Fund – Business Start Up, Growth and Research & Development Grants
Applications for funding from the Local Growth Fund – Business Start Up, Growth and Research & Development Grants were also scheduled for discussion. The aim of this fund is to support businesses in Carmarthenshire to start, sustain, grow, and create jobs. Similar to the Business Energy Renewable Fund, the details of these applications were not publicly disclosed, with the report being withheld from publication due to containing exempt information relating to the financial or business affairs of individuals and businesses. The council stated that the public interest in maintaining this exemption outweighed the public interest in disclosure, as revealing the information could disadvantage the named businesses and individuals against their commercial competitors. Despite the report being restricted, the agenda indicated that three applications were to be considered, with specific reference numbers BGG 17, BGG 25, and RDG 02, and associated amounts of £12,565.57, £22,500.00, and £45,262.92 respectively.
Carmarthenshire Enterprise Fund
The meeting was also scheduled to consider applications for the Carmarthenshire Enterprise Fund. This fund is intended to provide support for businesses within the county. However, the details of the applications and any proposed decisions were not made public, as the relevant report contained exempt information.
Transforming Towns – Public Toilet Provision
The agenda included a discussion on public toilet provision as part of the Transforming Towns initiative. This item was scheduled to be considered in a part of the meeting not open to the press and public, as the report contained exempt information.
Other Scheduled Items
The meeting was also scheduled to formally sign the decision record of a previous meeting held on 1 September 2026. Reports not for publication, containing exempt information as defined by the Local Government Act 1972, were also listed on the agenda.
