The Licensing Sub-Committee of Kensington and Chelsea Council met on Tuesday 21 July 2026 to consider an objection to a Temporary Event Notice. The sole item on the agenda was an application for a sound system and bar at Adela Street, London, W10, during Notting Hill Carnival.

Objection to Temporary Event Notice for G I Roadshow Sound System and Bar Site

The meeting was scheduled to consider an objection to a Temporary Event Notice (TEN) submitted by Mr Andrew Okocha for a sound system and bar at Adela Street, London, W10 during the Notting Hill Carnival on Sunday 30 August and Monday 31 August 2026. The event proposed to host up to 499 people and operate between 12:00 and 19:00 on both days, offering regulated entertainment and the sale of alcohol on and off the premises.

The objection to the TEN was raised by PC Mark Perry on behalf of the Metropolitan Police, citing concerns related to the prevention of crime and disorder, and the prevention of public nuisance. The police's objection highlighted perceived deficiencies in the applicant's risk assessment and event management plan. Specifically, concerns were raised about:

• Preventing overcrowding and the steps to be taken if it occurred, including the use of SIA staff and barriers.
• The escalation process for overcrowding and crowd surges.
• Procedures for dealing with specific crimes such as disorder, fighting, anti-social behaviour, and possession of offensive weapons.
• The escalation process for incidents of disorder and fighting.
• The number and positioning of stewards and SIA staff.
• The coordination and communication of a Show Stop procedure with Notting Hill Carnival Limited (NHCL) and the police.

The report pack indicated that the proposed site is in a busy area between the main Carnival route on Ladbroke Grove and Portobello Road. The police stated that the applicant had not provided sufficient plans, policies, or reassurance to address these concerns, and that the plans had not been signed off by NHCL.

The Licensing Sub-Committee was to consider the objection notice and decide on one of three steps: issue a counter notice if deemed necessary for the promotion of licensing objectives, take no action and allow the notice to have effect, or impose conditions if the premises had an existing licence. The report pack included extracts from the Council's Statement of Licensing Policy and guidance from the Secretary of State regarding Temporary Event Notices.

The report pack also detailed the applicant's submitted Temporary Event Notice, risk assessment, and event management plan. The risk assessment identified potential hazards including those related to loudspeakers, manual handling of equipment, electricity and cabling, generators, the behaviour of DJs and performers, fire, the raised stage, noise levels, safeguarding of children and vulnerable adults, crowd management, and adverse weather. The event management plan outlined roles and responsibilities, crowd management strategies, and incident reporting procedures.
