The Licensing Sub-Committee of Kensington and Chelsea Council met on Thursday 20 August 2026 to consider a Temporary Event Notice (TEN) for the sale of alcohol at 341 Ladbroke Grove. The committee decided to grant the TEN with modified hours and conditions.

Temporary Event Notice at 341 Ladbroke Grove

The Licensing Sub-Committee considered a Temporary Event Notice (TEN) submitted by Mr Mohsen Rajabpour for Glint Express Dry Cleaning & Launderette, located at 341 Ladbroke Grove, London W10 6HA. The TEN sought permission to sell sealed canned beer for off-premises consumption on Sunday 30 August and Monday 31 August 2026, during Notting Hill Carnival.

The Metropolitan Police, represented by PC Mark Perry, and the Noise and Nuisance Team, represented by Mr Philip Richardson, had both lodged objections to the TEN. The primary concerns raised by the objectors related to public safety, the prevention of crime and disorder, and the potential for public nuisance, particularly due to the premises' location on the main carnival route and the expected high footfall.

PC Perry highlighted that the original proposed hours of 8am to 10pm were outside the council's policy hours for Notting Hill Carnival. He also expressed concerns about the premises not being designed to handle large crowds and the potential for increased risks of crushing and disorder. Mr Richardson echoed these concerns, emphasizing the exacerbation of existing congestion and the potential for the site to become a destination location drawing crowds.

During the hearing, Mr Rajabpour, through his written submissions and the committee's discussion, agreed to modify his proposals. He accepted that the sale of alcohol should adhere to the standard Notting Hill Carnival hours, which he proposed to be 12:00 to 19:00, or any shorter period deemed appropriate by the responsible authorities. He also agreed to suspend the normal laundrette operations during the Carnival period to dedicate the premises to controlled retail transactions.

Crucially, Mr Rajabpour committed to a strict Challenge 25 policy for age verification, maintaining a refusals log, and refusing sales to intoxicated individuals. He also agreed that all alcohol sales would be strictly off-premises only, with no consumption permitted inside the premises. Furthermore, he offered to conduct all alcohol transactions inside the premises, rather than through the existing service window, if deemed safer by the Police or Licensing Authority. He also stated his willingness to implement enhanced security and stewarding measures, including controlling entry to the premises to prevent external queues and obstructions.

The committee noted that Mr Rajabpour had submitted revised risk assessments and event management plans, addressing the concerns raised.

After considering the submissions, the Licensing Sub-Committee decided to grant the Temporary Event Notice, subject to the following conditions:

• The sale of alcohol shall be restricted to sealed canned beer only.
• All sales shall be for off-premises consumption only.
• The hours for the sale of alcohol shall be limited to 12:00 to 19:00 on Sunday 30 August and Monday 31 August 2026.
• A strict Challenge 25 policy shall be implemented, with appropriate identification checks.
• No alcohol shall be sold to intoxicated persons.
• A refusals log shall be maintained.
• CCTV shall be operational throughout the event.
• The premises shall have at least one designated security or stewarding member of staff controlling entry and customer flow at all times during the licensable activities.
• No external queuing or congregation of customers shall be permitted outside the premises.
• The normal laundrette operation shall be suspended during the hours of the licensable activities.
• The premises user shall ensure that no more than 10 individuals are present at any one time within the premises.

The committee determined that these conditions were necessary to promote the licensing objectives of the prevention of crime and disorder and public safety.
