The Licensing Sub-Committee of Kensington and Chelsea Council was scheduled to meet on Tuesday 25 August 2026 to consider a Temporary Event Notice (TEN) application for 20 Cambridge Gardens. The committee was to consider an application from Mr. Mark Anderson for the sale of alcohol off the premises on Sunday 30 August and Monday 31 August 2026, between 12 midday and 8pm each day, with a stated maximum capacity of four people.

The Noise and Nuisance Team, represented by Mr. Philip Richardson, Principal Environmental Health Officer, had lodged an objection to the TEN on the grounds of public safety. Concerns were raised about the premises' proximity to an authorised sound system and a busy section of Portobello Road, potentially exacerbating congestion. The absence of a risk assessment or event management plan from Mr. Anderson to demonstrate how public safety would be managed was also noted, as was the lack of evidence of a street trading licence for the sale of alcohol onto the public highway.
Mr. Anderson, the applicant, explained that the garden space was approximately 15 by 18 metres, with a downstairs area for seating. He intended to manage queues and customer flow within the gates, directing customers to a nearby park or encouraging them to move on. He stated that no music would be played, and staff would be present to manage queues and prevent congregation outside the gates. The sales desk was planned to be located inside the gates.
During questioning, clarification was sought on the number of people allowed on the premises. Mr. Anderson estimated around 15 people queuing and eating, with a total capacity of approximately 20 people including staff, within a garden space measuring about 15 metres by 10 metres. He also indicated that there would be a maximum of four staff members, including himself, with one person positioned outside the gate.
When asked about his capacity to use the house and rear garden, Mr. Anderson began to explain the availability of a downstairs area, but the transcript concluded before his full response could be recorded.
The meeting was scheduled to allow the committee to deliberate and potentially make a decision based on the presentations and objections. The potential decision would be informed by the objection from the Noise and Nuisance Team and concerns regarding public safety, particularly in the context of the Notting Hill Carnival, and whether allowing the event as proposed would undermine the public safety licensing objective.
