The application has attracted objections from several responsible authorities, including the Metropolitan Police Licensing Team, the Council's Licensing Enforcement Team, and the Community Protection Task Force. These objections are primarily based on concerns that the proposed hours could negatively impact the licensing objectives of preventing crime and disorder and preventing public nuisance. Two further objections have been lodged by interested parties, citing potential negative impacts on all four licensing objectives.

A key consideration for the committee will be the location of Naan Staap within the Ilford Town Cumulative Impact Zone (CIZ). The council's Statement of Licensing Policy¹ establishes a rebuttable presumption that applications within a CIZ will be refused unless exceptional circumstances can be demonstrated to show that granting the application will not add to cumulative impact. Objections from the Metropolitan Police and the Licensing Enforcement Team highlight concerns that the requested hours, particularly extending to 02:00, would contribute to existing issues of anti-social behaviour, noise, litter, and potential increases in crime and prostitution, which the CIZ aims to mitigate.

The Community Protection Team has also raised concerns regarding potential public nuisance and crime and disorder, citing the proximity of residential properties and the existing issues of parking, noise from vehicles, and littering in the Ilford Lane area. They note that the area falls within a Public Space Protection Order (PSPO) designed to address such issues.

The committee will need to consider the application in light of the Statutory Guidance issued by the Home Office², the Council's Statement of Licensing Policy, and all representations made.
