The Planning Committee of Croydon Council met on Thursday, 15 October 2026, to consider planning applications. The committee unanimously granted outline permission for the demolition of existing buildings and the erection of nine three-storey terrace houses at Land Rear of 209-225 Davidson Road, Croydon. The committee also resolved to note the weekly planning decisions.
Planning Application for Decision
Land Rear of 209-225 Davidson Road, Croydon, CR0 6DP
The committee granted outline permission for the demolition of existing buildings and the erection of nine three-storey terrace houses at Land Rear of 209-225 Davidson Road, Croydon, CR0 6DP. The application, which sought to determine access, layout, and scale, was presented by Laura Field, Deputy Team Leader.
During the meeting, Sarah James spoke in objection to the application, while Maisie Bolt, the agent, spoke in support. Following deliberation, Councillor Helen Redfern proposed, and Councillor Sam Attwater seconded, the motion to grant the application in line with the officer's recommendation. The motion was carried unanimously, with eight members voting in favour.
The decision to grant permission was subject to the completion of a Section 106 agreement to secure contributions towards sustainable travel improvements, a car parking permit restriction, a Travel Plan including car club membership for three years, and highway works to remove the crossover on Davidson Road. A number of conditions were also imposed, covering aspects such as drainage strategy, contamination, construction logistics, landscaping, detailed design, materials, cycle and bin storage, waste management, biodiversity enhancement, wildlife sensitive lighting, security, and delivery and service plans.
The report detailed that the principle of residential development on this site had already been established by a previous planning permission (24/03919/OUT). Concerns raised by objectors regarding overdevelopment, design, amenity, privacy, noise, pollution, loss of green space, car parking stress, traffic congestion, and security were addressed in the officer's report. The report noted that previous refusals on grounds of scale and massing had been overcome by reducing the development from a four-storey block of 22 flats to nine three-storey houses. The separation distances between the proposed houses and neighbouring properties on Davidson Road were considered sufficient to prevent significant privacy issues, addressing concerns raised by a previous inspector's report. The proposed access from Canal Walk was deemed acceptable, and highway safety impacts were considered manageable subject to the legal agreement and conditions.
