The Planning Sub-Committee of Croydon Council met on Thursday 15 October 2026 to consider four planning applications. The committee granted planning permission for three of these applications, relating to conversions and extensions at 16 Liverpool Road, 2A Addiscombe Avenue, and 33 Albatross Gardens. However, a proposal for a new dwelling at 14 Devonshire Way was refused.
Planning Applications for Decision
The committee considered four planning applications, with decisions made on all of them.
Refusal of Planning Permission at 14 Devonshire Way, Croydon, CR0 8BR
The committee refused planning permission for the demolition of an existing dwelling and the erection of a new 3/4-bedroom dwelling at 14 Devonshire Way, Croydon, CR0 8BR. The decision to refuse was based on three grounds: that the proposal constituted an overdevelopment of the site and would be harmful to the character and appearance of the area due to its siting, bulk, scale, and massing; that it would have an unacceptable impact on the amenities of neighbouring occupiers, specifically at 18 Devonshire Way; and that the necessary legal agreement relating to Biodiversity Net Gain requirements and the self-build exemption had not been completed.
Councillor Ian Parker, Chair of the committee, proposed the refusal, seconded by Councillor Mark Johnson. An initial motion to grant permission, proposed by Councillor Sean Fitzsimons and seconded by Councillor Humayun Kabir, was lost after the Chair used his casting vote against it.
Grant of Planning Permission for Conversion at 16 Liverpool Road, Thornton Heath, Croydon CR7 8LS
Planning permission was granted for the alterations and conversion of 16 Liverpool Road, Thornton Heath, Croydon CR7 8LS, from a single-family dwelling to three flats. The proposal also included associated cycle and refuse storage, and the use of an outbuilding as communal space. The decision to grant permission was proposed by Councillor Sean Fitzsimons and seconded by Councillor Humayun Kabir.
The application had been previously refused due to the absence of a legal agreement to mitigate parking impacts. However, with the submission of a draft legal agreement to remove resident access to parking permits in council-run car parks and Controlled Parking Zones, and a financial contribution of £3,000 towards sustainable transport, the committee found the proposal acceptable.
Grant of Planning Permission for New Dwellings at 2A Addiscombe Avenue, Croydon, CR0 6LH
Outline planning permission was granted for the erection of two pairs of two-storey semi-detached dwellinghouses and one two-storey detached House in Multiple Occupation (HMO) for up to 8 persons at 2A Addiscombe Avenue, Croydon, CR0 6LH. This follows the demolition of the existing dwellinghouse and detached garage. The decision to grant permission was proposed by Councillor Ian Parker and seconded by Councillor Humayun Kabir.
The application was for outline permission, meaning details of appearance, landscaping, layout, and scale will be subject to further approval. The committee noted the site's history of previous applications and appeals, with a recent appeal allowing a similar development. The current proposal was considered acceptable in terms of design, scale, and impact on neighbouring amenities, with conditions to be imposed to secure various details including refuse and cycle stores, landscaping, and fire safety.
Grant of Planning Permission for Householder Extensions at 33 Albatross Gardens, South Croydon, CR2 8QW
The committee granted planning permission for the erection of a single-storey rear extension, a single-storey front extension, and the conversion of the existing garage into habitable accommodation at 33 Albatross Gardens, South Croydon, CR2 8QW. The decision to grant permission was proposed by Councillor Rowenna Davis and seconded by Councillor Humayun Kabir.
The application had been referred to the committee due to objections and concerns raised by Councillor Jack Barwell, the referring ward councillor. Concerns included the scale and bulk of the proposed development, its impact on neighbouring residential amenity, and drainage and surface water management. The officer's report concluded that the proposed extensions were modest and would not have a significant detrimental impact on the character of the area or neighbouring amenities. Conditions were to be imposed regarding materials, flood risk mitigation, and fire safety.
