Open Council Network is an independent organisation. We report on Wiltshire and are not the council. About us
The Wiltshire Pension Fund Committee is scheduled to convene on Thursday 29 October 2026 to review a range of reports concerning the fund's performance, governance, and administration. Key discussions are expected to cover the fund's financial health, operational efficiency, and adherence to regulatory requirements.
Headlines and Monitoring (HAM) Report
A comprehensive report is scheduled for discussion, providing an overview of the Wiltshire Pension Fund's performance and operational status. This report, titled Headlines and Monitoring (HAM) Report,
will cover several critical areas. Attendees will review updates on the scheme, regulatory, and legal landscape, alongside a Health Check Dashboard
reflecting the fund's status as of 30 September 2026. An update on Administration Key Performance Indicators (KPIs), including progress on the KPI Improvement Plan, is also on the agenda. Furthermore, the report will detail the current Risk Register, highlight key financial controls and budget monitoring, provide an update on audit activities, and address committee and Local Pension Board training. Governance updates, including progress on Local Government Reorganisation (LGR), and a framework for monitoring suppliers are also to be discussed. The report notes that as of August 2026, the fund's value was £4.05bn, with investments returning 1.35% in August. However, staff engagement has worsened from Amber to Red, linked to resourcing pressures. The report also indicates that eight High and two Very High risks have been identified, impacting service delivery, fund governance, investments, employer management, resourcing, and reputation.
Terms of Reference for the Pension Committee and Local Pension Board
The committee will consider updated draft Terms of Reference for both the Wiltshire Pension Fund Committee and the Local Pension Board. These updated terms aim to reflect current governance practices, regulatory developments, and provide clearer definitions of the roles and responsibilities for both the committee and the board. The LGPS Senior Officer will present these proposed changes for comment before they are circulated to the Local Pension Board and subsequently submitted to Full Council for approval.
Training Update
A report will be presented on the progress of the committee's training plan, providing an update on the training undertaken by committee and Local Pension Board members. This follows the introduction of enhanced knowledge and understanding requirements under the 2026 LGPS Fund Governance Guidance. The report highlights that training continues through various formats, including site visits, conferences, and webinars, with members encouraged to share their learning experiences. An appendix details the training completed and planned by individual members as of 1 October 2026.
Committee Forward Work Plan
The committee will review its forward work plan, outlining the items scheduled for discussion at future meetings. This includes regular reviews of governance matters, budget monitoring, and investment performance reports, as well as specific policy reviews and updates.
Local Pension Board minutes (Part I)
The minutes of the Local Pension Board meeting held on 10 September 2026 are to be received. The committee will review the summary of recommendations made by the Board, which included noting fund updates, supporting proposals for fixed-term HR support, and endorsing the risk register.
Training
A report from Jennifer Devine will provide the latest update on the Committee Training Plan. This update will detail progress against agreed actions and discuss the delivery of training to ensure members maintain the necessary knowledge and understanding for their roles.
Headlines and Monitoring (HAM)
This item will cover the ongoing oversight of the Pension Fund, including scheme, regulatory, and legal updates. It will also include a review of the Health Check Dashboard as of 30 September 2026, an update on Administration KPIs and the KPI Improvement Plan, the Risk Register, and key financial controls with budget monitoring. Audit updates, committee and Local Pension Board training, and governance updates, including LGR, will also be discussed, alongside a framework for monitoring suppliers.
