The Licensing Driver Panel of Oldham Council is scheduled to convene on Tuesday 27 October 2026 to consider several applications and reviews relating to dual driver licences. The panel will examine cases where information recorded against licence holders, including convictions, raises questions about their fitness and propriety to hold a licence.
Driver Licence Reviews and Applications
A significant portion of the meeting is scheduled to be dedicated to reviewing individual dual driver licences. Reports are to be presented concerning several licence holders, where information has come to light that calls in to question their fitness and propriety to be a suitable person to hold such a licence.
These cases, identified as DP/2026/68, DP/2026/69, DP/2026/71, will be brought before the panel for determination.
Additionally, the panel is scheduled to consider applications for new or renewed dual hackney carriage/private hire driver's licences. Reports for DP/2026/70, DP/2026/72, and DP/2026/73 are listed on the agenda. These applications are being presented because of recorded convictions against the applicants, which calls into question whether they remain a 'fit and proper' person to hold a licence.
The agenda also indicates that the press and public may be excluded from the meeting for these items. This is to be done in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they contain exempt information under paragraph(s) 1 and 2 of Part 1 of Schedule 12A of the Act, and it would not, on balance, be in the public interest to disclose the reports.
