The Cabinet Member for Homes was scheduled to consider the establishment of a fund to support residents facing poverty and to review the minutes of a previous meeting. The meeting was also scheduled to address Local Lettings Policies for new housing developments.
Tackling Poverty Support Fund 2026/27
The Cabinet Member for Homes was scheduled to consider the establishment of the Tackling Poverty Support Fund for 2026/27. This fund, which was to be financed by the Welsh Government's Tackling Poverty Support Funding Package, was intended to support individuals and families experiencing poverty in Carmarthenshire. The report indicated that the fund was to be split into three third-party grant schemes: Foodbanks and Pantry Support, Wider Poverty Prevention, and Capital Funding. The aim of these grants was to reduce immediate hardship, improve financial resilience, increase access to advice and support services, and foster greater collaboration and partnership working. A recommendation was made to approve the establishment of the fund and to delegate authority to the Head of Economic Development & Property to award funding to successful applicants. The report highlighted that Carmarthenshire was to receive an enhanced allocation of £303,171 due to its significant rural population, aiming to ensure equitable access to support for all residents.
Local Lettings Policies
The meeting was also scheduled to review Local Lettings Policies (LLPs) for new housing developments. This included an LLP for the Pen y Maes development in Ammanford, which was intended to allocate 62% of homes to applicants with the greatest housing need and a community connection to the area, and 38% to other applicants with a local connection, including key workers.
Additionally, LLPs were scheduled to be considered for Beacon developments at Rhyd y Cerrig, Cwm Mawr and Waun Groes, Pemberton. These policies were designed to amend the main Social Housing Allocation Policy to address local housing needs and community priorities. For these developments, 60% of homes were to be allocated to applicants in Band A with a qualifying community connection and greatest housing need, and 40% to applicants in Bands B and C with a qualifying community connection. Consideration was to be given to under-occupying social housing tenants, overcrowded households, and key workers.
Minutes of Previous Meeting
The Cabinet Member for Homes was scheduled to sign as a correct record the decision record of the meeting held on 21 September 2026. The report pack for the current meeting included minutes from that previous meeting, which had considered Local Lettings Policies for the Pen y Maes development in Ammanford and for the Beacon developments at Rhyd y Cerrig, Cwm Mawr, and Waun Groes, Pemberton. The minutes from that meeting indicated that the Local Lettings Policy for Pen y Maes was approved, as were the Local Lettings Policies for the developments at Rhyd y Cerrig and Waun Groes.
