The Licensing Sub Committee of Tower Hamlets Council met on Wednesday, 12 August 2026, to consider two Temporary Event Notices (TENs). Temporary Event Notice for A Portuguese Love Affair, 324-326 Hackney Road, E2 7AX

The Sub-Committee decided to refuse to issue a counter-notice for a Temporary Event Notice (TEN) for A Portuguese Love Affair, located at 324-326 Hackney Road, E2 7AX. Environmental Health had objected to the TEN on the grounds of potential public nuisance, citing complaints from two residents regarding noise from speakers during a previous TEN on 1 August 2026.

While the Sub-Committee noted a lack of clarity regarding the precise area to be covered by the TEN, they were satisfied that the premises users could clarify the boundaries. Regarding the noise allegations, the committee found there was insufficient evidence of public nuisance, stating, the mere allegation of hearing of loud music was not sufficient to allow the Sub-Committee to determine that the event would be likely to adversely impact the licensing objective of the prevention of public nuisance. The modest hours sought (16:00 to 22:00) and a maximum of 70 attendees were also considered. The Sub-Committee did, however, stress the importance of the premises user having an appropriate method for ensuring permitted numbers were not exceeded, suggesting the use of wristbands.

Temporary Event Notice for Island Roots Collective Studio, 30 Hancock Road, E3 3DA

The Sub-Committee decided to issue a counter-notice in respect of the TEN for Island Roots Collective Studio at 30 Hancock Road, E3 3DA. Concerns were raised by responsible authorities, particularly PC Donna Willcox, due to the highly residential nature of the area. The proposed event, which was to take place largely in an open-air yard for up to 300 people, was deemed likely to cause a real likelihood of public nuisance, especially with the addition of alcohol.

Further concerns included noise from the speaker system, potential nuisance from dispersing patrons, and the late hours requested (until 2 am). Although regulated entertainment had not been explicitly sought, it became apparent that the premises could constitute a workplace, allowing amplified music until 11 pm. The applicant's recent engagement with the police and the provision of some documentation were noted, but PC Willcox stated that some aspects raised more questions than they answered. The potential for a large number of attendees, insufficient SIA operatives, and the applicant's admitted lack of experience in organising such events led the Sub-Committee to conclude that the licensing objectives were likely to be undermined. The committee found it appropriate and proportionate to issue a counter-notice.
