Ofsted Updates

The panel was scheduled to receive updates regarding Ofsted's findings on Durham's children's services. This included a report from the Interim Head of Children's Social Care on general Ofsted updates and a specific update on the Ofsted ILACS (Inspection of Local Authority Children's Services) inspection that took place on 15-16 May 2026. The findings from this inspection, which focused on children in unregistered provision, were detailed in a letter from His Majesty's Inspectors. The inspectors noted that Durham County Council maintains a clear and uncompromising stance that the use of unregistered placements for children is illegal and unacceptable and that such arrangements are only used in the most exceptional circumstances. The report highlighted the council's commitment to developing appropriate specialist provisions and its early intervention focus to reduce the need for unregistered providers.

Proud Moments and Exam Results

Updates were scheduled on Proud Moments from Strategic Managers, offering an opportunity to share positive stories and achievements within Children and Young People's Services. Additionally, the Virtual School Head Teacher was expected to provide an update on exam results, reflecting the educational progress of children in care.

Children in Care Council and Care Leavers Service

A presentation from the Young People representing the Children in Care Council was planned, offering insights into their perspectives and experiences. The panel was also set to review the Care Leavers Service Update for 2025-2026, a report from the Director of Children and Young People's Services. This report detailed the service's progress, achievements, and challenges, with a focus on how the feedback from care leavers has influenced service development. Key priorities for the upcoming year, aimed at improving outcomes and promoting independence, were outlined.

Annual Surveys and Durham Family Panel Terms of Reference

Two annual survey reports were scheduled for discussion: the Care Leavers Annual Survey Report and the Children in Care Annual Survey 2026. These reports were intended to provide feedback on the support received by young people and identify areas for service improvement, aligning with the priorities of the Durham Family Strategy. The panel was also to review the Durham Family Panel Terms of Reference, a report from the Interim Head of Children's Social Care. This review aimed to ensure the panel's terms of reference, which form part of Durham County Council's Constitution, remain fit for purpose and continue to meet the needs of children in care. Proposed changes to the terms of reference were to be considered.

Regulation 44 Visits

Part B of the meeting, which was not open to the public, was scheduled to include a summary report on Regulation 44 Visits. These visits are a statutory requirement for children's homes, ensuring that the welfare of children placed in these homes is being adequately monitored.
