The Licensing (Hearings) Sub-Committee of Leicester Council met on Tuesday 18 August 2026 to consider an objection to a Temporary Event Notice for The Cork and Case. The meeting's agenda focused on a single item: the potential impact of the event on public nuisance.

Objection to Temporary Event Notice for The Cork and Case

The Sub-Committee was scheduled to consider an objection notice lodged by the Noise Team concerning a Temporary Event Notice (TEN) submitted by Brent Sawyer for an event at The Cork and Case, located at 4-6 Hotel Street, Leicester, LE1 5AW. The TEN proposed licensable activities including the sale of alcohol, provision of regulated entertainment, and late-night refreshment, with hours extending from 17:00 to 05:00 on 5 September 2026.

The Noise Team's objection was based on the grounds of preventing public nuisance. The report indicated that the premises is situated in a mixed-use area with nearby residential properties, raising concerns about potential disturbances. It was noted that the Noise and Pollution Control Team had received ongoing complaints regarding noise from the premises since February 2026. Specific incidents cited included a statutory noise nuisance observed on 23 May 2026, where premises windows were found to be open contrary to conditions on the existing premises licence, and a further incident on 31 July 2026 with similar observations. An Abatement Notice was served on 6 August 2026 following the July incident.

The report highlighted that the proposed extension of activities until 05:00 hours would significantly increase the risk of disturbance. The repeated breaches of existing premises licence conditions and the service of an Abatement Notice led the Noise Team to express concerns about the management and control of the premises, stating they had little confidence that the premises operator will comply with the requirements of the Temporary Event Notice or take adequate measures to prevent public nuisance.

The Sub-Committee was to consider whether to:

• Issue a counter notice under Section 105(2) of the Licensing Act 2003 if deemed appropriate for the promotion of a licensing objective.
• Impose one or more conditions on the TEN if appropriate for the promotion of licensing objectives and consistent with the premises licence.
• Disregard the objection notice.

The report also referenced relevant sections of the statutory guidance under section 182 of the Licensing Act 2003 and the council's Statement of Licensing Policy, specifically concerning Temporary Event Notices. The existing premises licence for The Cork and Case, LEIPRM2070, was also provided, detailing its authorised licensable activities and opening hours, which include the supply of alcohol and late-night refreshment until 02:00 am on Sundays to Thursdays and 03:00 am on New Year's Eve. The premises licence also contains conditions related to noise control, such as keeping external doors and windows closed during amplified music events and restrictions on waste disposal noise between 21:00 and 09:00.
