Closure of Six Town Housing Ltd

The future of Six Town Housing Ltd (STH) is a significant topic, with a report detailing the appraisal of stock options and a recommendation for the transfer of STH's freehold-owned stock to the council's Housing Revenue Account (HRA). Cabinet previously agreed to the orderly closure of STH due to the resources required to ensure compliance with regulatory standards outweighing the benefits of retaining the organisation. External advisors have recommended the transfer of most properties into the HRA, with specific arrangements proposed for the Sherbourne House lease. The report seeks approval in principle for the acquisition of the housing properties, subject to tenant consultation and due diligence, with a further report to follow on the final transaction details.

GM Joint Minerals and Waste Plan Update

An update on the production of the Greater Manchester Joint Minerals and Waste Plan (GMJMWP) is scheduled for discussion. The existing plans, adopted over a decade ago, require updating to comply with national planning policy. The creation of a single, joint plan for all ten Greater Manchester authorities is intended to ensure efficiency. The report seeks approval for specific decisions and delegations to progress the plan-making process within the required 30-month timeline, including the publication of the initial timetable and the commencement of a scoping consultation.

Parking Strategy and District Car Parking

The meeting will address proposals for a borough-wide parking strategy, including the introduction of parking charges at 22 council car parks across district centres. The report seeks approval to begin statutory consultation on these proposals, using the existing Bury Town Centre tariff structure as a baseline. Additionally, a consultation on the proposed approach to implementing civil enforcement powers for moving traffic contraventions will be discussed. The aim is to improve parking availability, support local economic activity, and enhance road safety and traffic flow. A report will provide an update on amendments to appointments made at the Annual Meeting of the Council on 20 May 2026. This includes changes to the Deputy Cabinet Member for Environment, Climate Change and Operations, as well as appointments and removals from the Planning Committee, Audit Committee, and the GM Green City Region Board.
