The Carmarthenshire Cabinet is scheduled to convene on Monday, 2 November 2026. The meeting's agenda includes the Modernising Education Programme, with consideration of consultation documents concerning proposals for the discontinuation of Ysgol Bancffosfelen, Ysgol Pontiets, and Ysgol Carwe. The Cabinet will also review the revised Carmarthenshire Local Development Plan 2018-2033 and supplementary planning guidance. Additionally, the relocation of Ysgol Heol Goffa to a new site with increased capacity is scheduled for discussion.
Modernising Education Programme: School Discontinuations
The agenda includes proposals related to the Modernising Education Programme, specifically concerning the potential discontinuation of Ysgol Bancffosfelen, Ysgol Pontiets, and Ysgol Carwe. Reports detail the rationale behind these proposals, which may include factors such as low pupil numbers, high surplus places, financial deficits, and building condition concerns. For Ysgol Bancffosfelen, the building has been deemed unsuitable for occupation due to structural issues, leading to the temporary relocation of pupils to Ysgol Gwynfryn. For Ysgol Carwe, similar structural concerns have necessitated its closure. The reports outline potential impacts on pupils, staff, and the community, alongside alternative options that have been considered. The Cabinet is expected to consider the consultation reports for these schools.
Revised Carmarthenshire Local Development Plan and Supplementary Planning Guidance
The Cabinet is expected to consider the Revised Carmarthenshire Local Development Plan (LDP) 2018-2033. This follows the receipt of the Inspectors' Report, which details recommended changes to ensure the Plan is sound and meets legal requirements. The report outlines the Plan's vision, strategic objectives, spatial strategy, and policies for housing, employment, infrastructure, and environmental protection. Alongside the LDP, the Cabinet is expected to consider several Supplementary Planning Guidance (SPG) documents. These SPGs aim to provide further clarity on specific policy areas within the Revised LDP, covering topics such as affordable housing, shop front design, and sites of importance for nature conservation.
Ysgol Heol Goffa Relocation
The Cabinet is also expected to discuss the proposal to relocate Ysgol Heol Goffa to a new site and increase its capacity to 150 pupil places. An independent review has confirmed the existing buildings were in poor condition and unsuitable for pupils with severe and complex additional learning needs (ALN). The new purpose-built school is intended to address current and projected demand for specialist provision in Llanelli. The Cabinet is expected to consider the consultation report on this proposal.
The meeting is also expected to address the revised Carmarthenshire Local Development Plan 2018-2033 and supplementary planning guidance, which will provide a framework for future development and land use across the county.
