The Licensing Sub-Committee of the Royal Borough of Kensington and Chelsea met on Thursday 13 August 2026 to consider an objection to a Temporary Event Notice (TEN) for Dizzier Generation, a bar at Powis Terrace. The objection from the Metropolitan Police was withdrawn during the meeting, meaning the TEN could proceed without any decision from the committee.

Temporary Event Notice for Dizzier Generation Bar

The primary purpose of the meeting was to consider an objection lodged by PC Jinelle Caldinez of the Metropolitan Police against a Temporary Event Notice (TEN) submitted by Mr. Marc Woods for Dizzier Generation, a bar located at Powis Terrace, at the junction of Talbot Road. The TEN was for the sale of alcohol on and off the premises during the Notting Hill Carnival on Sunday 30 August and Monday 31 August 2026, with a maximum capacity of 50 people.

PC Caldinez's objection, detailed in Appendix B of the public reports pack[^1], cited concerns regarding the prevention of crime and disorder and public safety. The police argued that the bar's location within the Dizzier Generation Sound System area, a known crowd-puller during Notting Hill Carnival, would exacerbate existing congestion on Powis Terrace. This, they contended, could lead to heavy pedestrian traffic, limited space for safe movement, and difficulties for emergency vehicle access. The objection also highlighted the potential for increased crime such as pickpocketing and theft, as well as crowd tensions leading to assaults and disorder, all of which could be amplified by the sale of alcohol. Furthermore, the police noted that an up-to-date map showing steward and security locations had not been provided, and that the bar's positioning needed to be closer to the sound system.

However, at the commencement of the hearing, PC Mark Perry of the Metropolitan Police informed the committee that the police were withdrawing their objection. He apologised for the late submission of their objection and explained that this was due to receiving further information from the applicant the previous afternoon. PC Perry stated, We have asked and had asked that the applicant place the bar on the same side as the soundstage to enable flow of people in sight lines. But that in no way alters our intention to withdraw our temporary event notice objection. [^2]

Following the withdrawal of the objection by the sole objector, the committee's legal advisor, Linsina Missouri, confirmed that under Regulation 10 of the hearing regulations, the committee no longer had any standing to make a decision on the TEN. Councillor Greg Hammond, Chair of the Licensing Committee, then announced that the TEN could proceed. He concluded the meeting by wishing Mr. Woods and his team a successful carnival.
