Open Council Network is an independent organisation. We report on Lambeth and are not the council. About us
The Licensing Sub-Committee is scheduled to consider applications for new premises licences for an Aldi store and a café/restaurant. The meeting will also address the minutes from a previous meeting.
Aldi Store - 4 The Pavement, London SW4 0HY
The committee is scheduled to consider an application for a new premises licence for the Aldi store located at 4 The Pavement, London SW4 0HY. The application seeks permission for the retail sale of alcohol for off-premises consumption. The proposed hours for the supply of alcohol are Monday to Sunday, 06:00 to 00:00, with opening hours from 06:00 to 00:00 daily.
Representations have been received from the Council's Commercial Licensing team and a resident. The Commercial Licensing team has raised concerns that the proposed 06:00 start time for alcohol sales is outside the recommended hours outlined in Lambeth's Statement of Licensing Policy1 for off-licences in a district centre, which suggests hours between 11:00 and 00:00. The resident's concerns relate to potential increases in crime and disorder and anti-social behaviour linked to alcohol consumption, particularly given the proximity to Clapham Common Underground Station and other retail premises. The applicant has since proposed revised hours of 07:00 to 23:00 for the supply of alcohol and has agreed to a number of additional licensing conditions. These conditions include the installation and maintenance of a comprehensive CCTV system, staff training on age-restricted sales, the keeping of an incident log, and the operation of a Challenge 25 proof of age scheme.
Casa Luso Brasileira Cafe - 101 Streatham Vale, London SW16 5SQ
The sub-committee is scheduled to consider a new premises licence application for Casa Luso Brasileira Cafe at 101 Streatham Vale, London SW16 5SQ. The application seeks permission for the supply of alcohol for both on and off-premises consumption. The proposed hours for the supply of alcohol are Monday to Sunday, 10:00 to 22:30, with the premises open from 07:00 to 23:00 daily.
Three representations have been received from residents, primarily focusing on the licensing objective of preventing public nuisance. These representations highlight concerns that the sale of alcohol for consumption in the outside area of the premises is already a cause of public nuisance. Residents have also raised issues regarding the management of the existing premises operated by the same organisation at 97 Streatham Vale, alleging breaches of licence conditions, including vertical drinking and the sale of alcohol without an accompanying meal. Concerns have also been raised about the potential for increased noise, litter, and anti-social behaviour, as well as inadequate toilet provision for the proposed capacity. The applicant has provided proposed licensing conditions, including the operation of a Challenge 25 policy, CCTV installation, and staff training.

Lambeth's Statement of Licensing Policy sets out the council's approach to licensing applications, aiming to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. ↩
