The Licensing Sub-Committee of Redbridge Council met on Tuesday 25 August 2026 to consider applications for Temporary Event Notices. The primary focus of the meeting was an application for three Temporary Event Notices for Khaba, located at Unit 2, 210 Ilford Lane, IG1 2LW.

Application for Temporary Event Notices at Khaba

The meeting was scheduled to discuss three Temporary Event Notices (TENs) submitted for the premises known as Khaba, located at Unit 2, 210 Ilford Lane, IG1 2LW. These notices were for events proposed to take place during specific periods in February and March 2027. The applicant, Mr Atta Sajid Khan, represented by Shahin Yusuf of The Licensing Lab, sought to extend the terminal hours for late-night refreshment, specifically for the sale of hot food and drinks (no alcohol) during Ramadhan.

The three TENs covered the following periods:

• Sunday 14 February 2027 to Saturday 20 February 2027, from 00:01 to 05:00 hours daily.
• Monday 22 February 2027 to Sunday 28 February 2027, from 00:01 to 05:00 hours daily.
• Tuesday 02 March 2027 to Monday 08 March 2027, from 00:01 to 05:00 hours daily.

Each event was planned to accommodate a maximum of 45 people, including staff.

Objection notices were received from the Community Protection Task Force (Noise) for all three TENs. The objections were based on concerns that the licensing objectives of preventing public nuisance and ensuring public safety could be undermined. The report pack indicated that the Community Protection Task Force, represented by April Smart, Senior Noise Nuisance Officer, raised concerns about potential noise from vehicles and people, anti-social behaviour, and dangerous parking, particularly given the premises' location in a mixed residential and commercial area. The report also noted that the council's Statement of Licensing Policy¹ outlines its approach to TENs, and that the Licensing Act 2003² requires licensing authorities to promote the four licensing objectives: prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm.

The Sub-Committee was to consider the TENs, the objections received, and then determine the matter. The report pack outlined the procedure for licensing hearings, which includes the presentation of the case by the applicant and any responsible authorities making representations, followed by questioning and summing up before the Sub-Committee makes a decision in private. The potential decisions included allowing the TENs to proceed, allowing them with conditions from the existing premises licence, or issuing a counter notice.

The meeting agenda also included standard procedural items such as apologies for absence, election of a chair, and declarations of interest. A motion to exclude the public was also listed, indicating that some discussions might involve exempt information.
