The Licensing Sub Committee A of Middlesbrough Council was scheduled to meet on Tuesday 15 September 2026 to consider an application for a premises licence for 4 Woodrow Avenue, Marton. The meeting's agenda also included standard procedural items.
Application for a Premises Licence at 4 Woodrow Avenue, Marton
The primary item scheduled for discussion was an application for a premises licence for 4 Woodrow Avenue, Marton, Middlesbrough, TS7 8EZ, submitted by Nishwanth UK Ltd. The application sought permission for the sale of alcohol for consumption off the premises daily from 06:30 until 22:30.
The report pack detailed that the premises is currently operating as a newsagent and convenience store and the applicant proposed to add an off-licence facility, including an electronically controlled wine and beer room. This expansion aimed to broaden consumer choice and provide greater convenience for local residents.
A significant number of representations were received from local residents objecting to the application. These objections primarily focused on the potential impact on the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. Concerns were raised about increased anti-social behaviour, noise, litter, traffic, and parking issues, particularly given the premises' location within a predominantly residential area with many elderly residents and young families. Some representations also referenced past issues with a former off-licence in the area.
Following discussions between the applicant, Public Health, and Cleveland Police, an amended operating schedule was proposed. The applicant agreed to reduce the proposed hours for licensable activities to 09:00 to 21:00 daily. This amendment resulted in no representations being made by Cleveland Police or Public Health. One resident, Ms Caroline McGloin, subsequently withdrew her representation.
The report pack outlined the relevant sections of the Council's Licensing Policy and revised guidance from the Licensing Act 2003. Members were presented with options to grant the licence subject to conditions, refuse to specify a premises supervisor, or reject the application entirely.
The meeting also included standard procedural items such as welcoming attendees, outlining fire evacuation procedures, and explaining the rights of the public to record meetings. Members were also asked to declare any interests in the items under consideration.
