Open Council Network is an independent organisation. We report on North West Leicestershire and are not the council. About us
The Planning Committee of North West Leicestershire Council was scheduled to consider two planning applications. These included a proposal for a new semi-detached dwelling in Kegworth and the conversion of a former hair salon in Coalville into a House in Multiple Occupation (HMO).
Erection of a Semi-Detached Dwelling at 22 Whatton Road, Kegworth
The committee was scheduled to consider an application for the erection of a semi-detached dwelling and associated works at 22 Whatton Road, Kegworth, Derby, DE74 2EZ. The report pack indicated a recommendation to permit the development, subject to conditions. The application was called to committee at the request of Councillor Ray Sutton due to objections from Kegworth Parish Council and a significant number of neighbour objections. Concerns raised included the impact on the street scene, potential overdevelopment, issues with parking and traffic, and the relevance of previous appeal inspector comments regarding similar proposals on the site. The report pack detailed that the proposed dwelling would be single-storey and built within the footprint of a previously demolished garage. It also noted that the host dwelling is understood to be in use as a House of Multiple Occupation (HMO). The report pack highlighted that previous applications for detached dwellings on the site had been refused and dismissed at appeal, with inspectors citing concerns about inappropriate layout, reduced visual separation between properties, and a cramped appearance. However, the report pack suggested that the current proposal, being single-storey, was not comparable to the previous two-storey detached dwelling application.
Conversion of Hair Salon to HMO at 2A Waterworks Road, Coalville
The committee was also scheduled to consider the conversion of an existing hair salon at 2A Waterworks Road, Coalville, Leicestershire, LE67 4JJ into a four-bedroom House in Multiple Occupation (HMO), including a single-storey rear extension. The recommendation within the report pack was to permit this application, subject to conditions. This application was called to committee by Councillor Morgan Burke due to concerns regarding potential highway safety impacts and adverse effects on neighbouring residential properties. The report pack indicated that the hair salon had been vacant since July 2025. Concerns raised by third parties included the cumulative impact of other HMOs on the street, the loss of commercial property, pressure on local services, and potential impacts on residential amenity and highway safety. The report pack noted that the site is located within the Coalville Urban Area and within the Limits to Development. It also detailed that the Local Highways Authority had visited the site and raised no objections, advising that the proposed two parking spaces, along with the existing double garage, would be an acceptable level of provision. The report pack also addressed concerns about residential amenity, stating that the proposed extension would not result in significant overlooking and that the potential for noise and disturbance from the HMO would not be materially different to that of the previous use as a hair salon.
The meeting was scheduled to begin at 6:00pm on Thursday, 8 October 2026, at Stenson House, London Road, Coalville. The report pack provided to attendees included the agenda and details of the planning applications to be considered. The report pack is available to view online1.
