The Cabinet Member for Homes meeting was scheduled to discuss Local Lettings Policies for new housing developments in Ammanford and Pemberton. The meeting was also set to confirm the minutes from a previous meeting.
Local Lettings Policy for Bro Myrddin Housing Association at Pen Y Maes, Ammanford
A Local Lettings Policy (LLP) was scheduled for discussion for the new development at Pen Y Maes, Ammanford, which will provide 31 new social rented homes. The policy aims to ensure the creation of sustainable communities by prioritising allocations to households in housing need with a connection to the Ammanford area. The development includes a mix of flats and houses, ranging from one to four bedrooms, and is expected to be handed over in two phases during Winter 2026.
The proposed LLP outlines that 62% of the homes will be allocated to applicants in Band A with the greatest housing need and a community connection to the Ammanford area. A further 38% will be allocated to applicants in Bands B or C with a community connection, including those under-occupying their current homes, overcrowded households, and key workers. The policy also details the prioritisation factors for allocation, including community connection, time on the register, identified support needs, and the promotion of sustainable communities. The report noted that the development aligns with the Council's overarching Access to Social Housing Policy.
Local Lettings Policies for Beacon Development at Rhyd Y Cerrig, Cwm Mawr and Waun Groes, Pemberton
The meeting was also scheduled to consider Local Lettings Policies for two Beacon developments: Rhyd Y Cerrig at Cwm Mawr, which will provide 20 social rented homes, and Waun Groes in Pemberton, which will deliver 70 social rented homes. Both policies are intended to adjust the Council's main Social Housing Allocation Policy to reflect local housing needs and community priorities.
At Rhyd Y Cerrig, Cwm Mawr, the 20 homes comprise one-bedroom flats and two and three-bedroom houses. The policy for this development proposes allocating 60% of homes to applicants in Band A with a community connection to the Gwendraeth area, and 40% to applicants in Bands B and C with a similar connection. This includes provisions for under-occupying tenants, overcrowded households, and key workers.
For the larger Waun Groes development in Pemberton, comprising 70 homes in various sizes from one-bedroom flats to four-bedroom houses, the proposed LLP mirrors the approach for Rhyd Y Cerrig. It aims to allocate 60% of homes to Band A applicants with a community connection to the Llanelli East area, and 40% to Bands B and C applicants with a community connection. Both policies emphasise the importance of supporting sustainable communities and ensuring applicants are tenancy ready
through engagement with the Starting Well
process. The report highlighted that these developments will increase affordable housing provision across Carmarthenshire.
