The Planning and Development Management Committee of Trafford Council is scheduled to convene on Thursday, 5 November 2026. The meeting's agenda includes the consideration of two significant planning applications: the construction of a new link road in Carrington and the conversion of an agricultural building into a dwelling in Hale.
Carrington Relief Road Application
The committee is set to review a proposal for the construction of a new link road, referred to as the Carrington Relief Road (CRR), connecting the A6144 Manchester Road in Carrington to the A6144 Carrington Lane/Carrington Spur in Sale. This extensive project, detailed in the Public Reports Pack, includes the development of active travel measures, junction improvements, earthworks, noise bunds, attenuation ponds, landscaping, and ecological mitigation.
The report pack indicates that the CRR is considered a fundamental component for the delivery of the New Carrington development allocation, aiming to improve transport infrastructure, facilitate new housing and employment opportunities, and reduce congestion on the existing A6144. The proposal has generated considerable public interest, with over 680 letters of objection received, citing concerns about increased traffic, environmental impacts on Carrington Moss, harm to the Green Belt, loss of agricultural land, and carbon emissions. Conversely, two letters of support have been received, welcoming the potential easing of traffic and job creation.
The report highlights that while the CRR is identified as necessary infrastructure within the Places for Everyone Joint Development Plan Document, its alignment passes through the Green Belt. The assessment suggests that while efforts have been made to minimise the impact on the Green Belt's openness, there would be some conflict with its purposes. The report also details potential adverse effects on biodiversity, landscape character, visual amenity, and residential amenity due to traffic noise. However, it concludes that the proposed development aligns with the development plan when taken as a whole and the relevant policies of the National Planning Policy Framework (NPPF), and is therefore recommended for approval, subject to numerous conditions.
Duncalf Farm Conversion Application
The committee will also consider an application for the change of use of an agricultural building at Duncalf Farm, Clay Lane, Hale, WA15 7TR, to a single residential dwelling. This proposal, detailed in the Agenda Item 6 - Applications for permission to develop etc.pdf, involves extensions and alterations to the existing building, along with landscaping works.
The site is located within the Green Belt, an Area of Landscape Protection, and a Wildlife Corridor. The farmhouse and adjoining barn are identified as a non-designated heritage asset. Objections have been raised by the Heritage and Development Officer and the Greater Manchester Ecology Unit, citing concerns about the disproportionate scale of the extensions, harm to the Green Belt's openness, poor design quality, and insufficient ecological information regarding protected species, specifically bats. While the proposal would provide a limited benefit of reusing an existing building and contributing one dwelling to the housing land supply, officers consider these benefits do not outweigh the identified harms. Consequently, the application is recommended for refusal.
The meeting agenda also includes standard items such as noting attendances, declarations of interest, and the approval of previous minutes from meetings held on 8th and 15th October 2026, as documented in the Agenda frontsheet. There will also be an opportunity for members of the public to ask questions relevant to the agenda items.
