Park Farm, Main Road, Routh

A key item for discussion is a planning application for Park Farm, Main Road, Routh, concerning the erection of an office building, a change of use of a joinery and fabrication workshop for the fabrication, refurbishment, and storage of modular buildings, external storage of modular buildings and containers, the construction of a bund, and the creation of a new vehicular access and internal access road. The report pack indicates that the recommendation is to approve this application, subject to conditions.

The application has been subject to extensive consultation and assessment. Tickton and Routh Parish Council have objected, citing concerns about the industrialisation of open countryside, the visual impact on Meaux Lane and the A1035, and the volume of traffic on the A1035, particularly at junctions. They have also recommended specific conditions related to the entrance, screening, fencing, and drainage.

Technical consultees have provided detailed feedback. The Transport Planning Team initially raised concerns about the access but, following revised details, recommended conditions for any approval. The Land Drainage Team and the Beverley & North Holderness Internal Drainage Board have no objections following the submission of a drainage strategy. Environmental Control has also raised no objections.

The Council's Nature Conservation Officer has confirmed no objection, subject to conditions relating to landscape proposals, a Wildlife Enhancement Plan, a Landscape and Ecological Management Plan, a Construction Environmental Management Plan, and a sensitive lighting strategy. These measures aim to compensate for habitat losses and enhance biodiversity.

The report pack details how the proposal aligns with national and local planning policies, including the East Riding Local Plan Strategy Document and the National Planning Policy Framework. It addresses concerns regarding the principle of development in the countryside, design and area character, heritage assets, residential amenity, highway safety, flood risk, and ecology. Planning Appeal Decisions

• Lodge Cottage, North Leys Road, Hollym: An appeal against the refusal of planning permission for a first-floor extension was dismissed. The Inspector concluded that the proposed development would have a harmful effect on the character and appearance of the host dwelling and the surrounding area.
• North Burton Hall, Hunmanby Road, Burton Fleming: An appeal against the refusal of planning permission for the installation of a biomass boiler and flue has been allowed. The Inspector granted planning permission subject to conditions, including the maintenance of the flue in matt black and the use of straw as the sole fuel. An application for costs made by the appellant against East Riding of Yorkshire Council was also allowed in part.
