The Sub-Committee will consider the TENs, the objections received, and the relevant guidance from the Home Office and the council's Statement of Licensing Policy. The Licensing Act 2003¹ outlines the framework for such decisions, and the Sub-Committee has the power to allow the events, allow them with modified conditions, or issue a counter notice to refuse the application.
