Appointment of Director Adult, Housing and Communities
The Appointments Committee was scheduled to interview candidates for the position of Director Adult, Housing and Communities. This process was intended to conclude the appointment for this key role. The report pack provided to attendees outlined the Cardiff Council Behavioural Competency Framework, which was to be used to assess candidates. This framework details various competencies, including Putting our Customers First,
Getting Things Done,
Taking Personal Responsibility,
Seeking to understand others, and treating them with respect,
Developing Potential,
Leading Change,
Initiating Change and improvement,
Organisational Awareness,
Partnering and Corporate Working,
Communicating,
Analysing, Problem Solving and Decision Making,
Equality and Diversity,
Optimising Resources,
and Demonstrating Political Acumen.
Each competency is broken down into five levels, describing expected behaviours and capabilities.
The report pack also included minutes from a previous meeting on 2 October 2026, where the committee had considered assessment centre reports for candidates. At that meeting, it was resolved that candidate 93903 would be invited for a formal interview and advised of the presentation topic. The current meeting was scheduled to continue this process.
The meeting was also scheduled to address apologies for absence and receive declarations of interest. A decision was scheduled to be made regarding the exclusion of the public from discussions related to the appointment, as this information was considered exempt under the Local Government Act 19721.
