The Communities, Housing and Public Protection Committee of Aberdeen City Council is scheduled to convene on Tuesday 27 October 2026. The meeting's agenda includes discussions on public protection matters, performance reports, and updates on housing initiatives.
Notice of Motion Regarding Jessica Rennie
Councillor Watson has submitted a notice of motion expressing sorrow over the death of Jessica Rennie at Northfield Swimming Pool in February 2024. The motion highlights that 32 months have passed since the incident, and the investigation has yet to report. The Committee is asked to instruct the Chief Officer Governance to liaise with the Crown Office and Procurator Fiscal Service to provide a service update within three weeks. This update should include information on the investigation's stage, timescale, and communication efforts.
Public Protection Matters
Several reports are scheduled for discussion under the Public Protection agenda item. These include the Scottish Fire and Rescue Service Performance Report for Q1-Q2 2026-27, which details performance against the Aberdeen City Local Fire and Rescue Plan. Police Scotland's engagement with Community Councils and crime and anti-social behaviour in the city centre will also be reviewed. Additionally, a Building Standards Activity Report will be presented, providing an overview of the Council's responsibilities in securing dangerous buildings and protecting public safety, as well as activity related to unauthorised building work and occupation.
Finance, Performance, Risk and Service Wide Issues
Under this agenda item, a Performance Report is scheduled, which will present the status of key performance measures relating to services within the Committee's remit.
Communities and Housing Matters
This section of the agenda covers several significant reports related to housing. The Housing Board will present its Bi-Annual Report, providing oversight on housing improvement activity. A comprehensive Housing Revenue Account Business Plan for 2027-2057 will be discussed, outlining proposed financial plans for managing and maintaining the Council's housing stock. Finally, the Strategic Housing Investment Plan (SHIP) for 2027/28 – 2031/32 will be presented, detailing strategic investment priorities for affordable housing and how these will be delivered. This plan has the potential to deliver 2,343 affordable homes, with an estimated requirement of £214 million in Scottish Government grant funding over its lifetime. An amendment to the current 2026/27 SHIP programme is also proposed.
