October 7, 2026 View on council websiteSummary
Open Council Network is an independent organisation. We report on East Riding of Yorkshire and are not the council. About us
The Environment and Regeneration Overview and Scrutiny Sub-Committee was scheduled to consider progress on the East Riding Local Plan and receive updates on its work programme and the Forward Plan of Key Decisions. The meeting agenda also included a report on the Local Plan, detailing progress on its evidence base, governance, and stakeholder engagement.
Local Plan Progress Update
The Sub-Committee was scheduled to consider a report from the Interim Executive Director of Prosperity and Place regarding the preparation of the new East Riding Local Plan. This plan is intended to establish a long-term framework for managing growth, development, and land use across the East Riding, aiming to support economic prosperity and protect the environment. The report was scheduled to provide an update on key activities, including the establishment of governance arrangements, public engagement, the emerging spatial strategy, housing growth, and infrastructure planning and delivery. Specific attention was scheduled to be given to development opportunities in Goole, healthcare infrastructure funding, and affordable housing provision.
The report was scheduled to outline the two-tier governance structure in place to support the Local Plan's preparation, comprising the Local Plan Members Working Group (LPMWG) and the Local Plan Officers Steering Group (LPOSG). The LPMWG was intended to provide Member oversight and engagement, while the LPOSG was to provide officer leadership and programme management.
Public engagement activities were scheduled to be discussed, including the Local Plan Scoping Consultation and the draft Local Plan Consultation and Engagement Plan. This plan was intended to set out how the Council proposed to involve stakeholders through a combination of online and in-person methods.
The agenda also included discussions on the settlement hierarchy and affordable housing. The current settlement network steers development towards specific settlements, and the new plan was scheduled to explore various strategies, including development along key corridors, extensions to existing settlements, new towns, and more dispersed rural development. The approach to development in Goole, considering flood risk and mitigation measures, was also a scheduled point of discussion. Regarding affordable housing, the report was scheduled to detail the current policy and recent delivery figures, alongside the need for updated assessments to inform future policies.
Furthermore, the preparation of an Infrastructure Delivery Plan (IDP) was scheduled to be reviewed. This plan aims to assess the infrastructure required to support planned growth, identifying existing provision, constraints, and future needs. A draft IDP Baseline, informed by collaboration with various stakeholders, was scheduled to be presented.
