Open Council Network is an independent organisation. We report on Kingston upon Hull and are not the council. About us
The Health and Social Well-Being Overview and Scrutiny Commission was scheduled to consider updates on partnership working with the NHS Humber and North Yorkshire Integrated Care Board (ICB), review the Hull Alliance on Tobacco (HALT) Action Plan, and receive a public health update. The commission was also scheduled to examine performance measures for Adult Social Care and discuss its work programme.
ICB Partnership Update
The commission was scheduled to receive an update from partners regarding key policy, strategy, commissioning, performance, or service delivery issues within its remit. This would have provided an overview of ongoing collaborative efforts and strategic developments involving the NHS Humber and North Yorkshire Integrated Care Board (ICB).
Hull Alliance on Tobacco Update
A report was scheduled to be presented to the commission, providing an overview of smoking prevalence and tobacco control activities in Hull. This update was expected to outline the implications of the new Tobacco and Vapes Act 2026 and detail a refreshed proposal for a Hull Alliance on Tobacco (HALT) Action Plan. The HALT Action Plan aims to reduce smoking prevalence, protect young people from nicotine addiction, tackle illicit tobacco, and address health inequalities. The report highlighted that Hull's smoking prevalence remains higher than regional and national averages, particularly among routine and manual workers and individuals experiencing poor mental health. The Tobacco and Vapes Act 2026 was described as a significant opportunity to accelerate progress towards a smokefree future, with new powers to tackle youth vaping and strengthen enforcement. The commission was asked to endorse the Action Plan as Hull's strategic partnership approach to tobacco control.
Public Health Update
The commission was scheduled to receive an update on mandated public health services. This would have provided an overview of the essential public health services that local authorities are responsible for delivering, as outlined in national guidance. These services typically include NHS Health Checks, the National Child Measurement Programme, health visiting and school nursing services, sexual health services, drug and alcohol treatment, smoking cessation services, oral health improvement programmes, and local health protection and emergency response arrangements.
Adult Social Care, Service Based Performance Measures
A report was scheduled to update the commission on the latest available service-based performance measures for Adult Social Care for the first quarter of 2026/27. This update was intended to provide assurance regarding service activity and the council's adherence to its Care Act duties. The report was expected to detail key performance metrics, identified risks, and areas requiring continued focus within adult social care. Specific areas of concern that were scheduled for discussion included waiting times for Occupational Therapy triage and assessment, and the number of overdue Care Act reviews. The report also highlighted that Hull City Council's average waiting time for a Care Act assessment was 13 days, significantly below the regional average of 45.9 days, and its review waiting time of 92 days was also below the regional average. However, Hull's waiting time for equipment assessments was noted as being considerably above the regional benchmark.
Outstanding Actions
The commission was scheduled to review a list of outstanding actions to ensure they were being addressed in a timely manner. This agenda item is a standard procedural item designed to maintain accountability and track progress on previously agreed actions.
Work Programme
The commission was scheduled to consider and agree the latest version of its work programme. This involves reviewing and potentially amending the planned topics and activities for future meetings, ensuring that the commission's focus remains aligned with its scrutiny responsibilities and current priorities.
ICB Partnership Update
The commission was scheduled to receive an update from partners regarding key policy, strategy, commissioning, performance, or service delivery issues within its remit.
