Summary
Open Council Network is an independent organisation. We report on Kingston upon Hull and are not the council. About us
The Humber Bridge Board was scheduled to meet on Thursday, 22 October 2026, to review financial updates, internal audit progress, and the strategic risk register. The Board was also scheduled to consider an update on health and safety, and progress on the Humber Bridge Board Strategic Plan 2026 to 2031.
Finance Update
The Board was scheduled to receive a monthly finance update for August 2026, along with a forecast for the year-end position to March 2027. The report was expected to detail income figures, which were projected to be £14.8m against a budget of £11.9m by the end of August. It was also scheduled to provide an update on operating, overhead, and fixed costs, which were anticipated to be approximately £11,000 under budget. Traffic figures for August and September 2026 were also scheduled to be presented, with Class 2 vehicles reportedly on budget, Class 3 vehicles exceeding forecasts, and Class 4 vehicles falling short. The report indicated a positive cash flow of approximately £21m, which had been used for investments to improve income.
Internal Audit Update
An update on the progress of the internal audit was scheduled to be provided. The Board was informed that North East Lincolnshire Council's Audit Team had been appointed to carry out the internal audit function. The report was expected to outline the development of the Internal Audit Charter and Audit Plan, with the audit work scheduled to take place in October, ahead of the external audit by Mazars. The Internal Audit Charter, which defines the purpose, authority, and responsibility of internal audit, was included in the report pack.
Strategic Risk Register
The Board was scheduled to receive an update on the Humber Bridge Board Strategic Risk Register. The last review of the register was scheduled to have taken place on 24 September 2026. Discussions were expected to cover the potential impact of the conflict in the Middle East on customers and supply chains, and the developing El Niño weather phenomenon. The top risks identified on the register were scheduled to remain unchanged: 'A164/A15 Humber Bridge Roundabout', 'Cybersecurity', and 'Assets not maintained'.
Health and Safety Update
An update on the progress and status of Health, Safety, and Welfare (HSW) at the Humber Bridge Board was scheduled to be presented. The report was expected to confirm that regular HSW meetings were taking place with the engagement of colleagues and the Union. It was also scheduled to report one recordable accident and 30 safety reports received since the last meeting. The report was to detail the types of safety reports, including those outside of the Board's control and those within its control, and note that improvements were being made to radio communications. The report was also to address changes in driver behaviour since the Humber Bridge Toll went live, with four incidents of poor driver behaviour recorded.
Update on HBB Draft Strategic Plan 2026-2031
The Board was scheduled to receive an update on the progress of the draft Strategic Plan for the period 2026 to 2031. The report indicated that due to holidays and other project priorities, the draft had not yet been developed to a suitable level for circulation and comment. It was proposed to continue developing the draft plan before circulating it for feedback, with the final draft expected to be submitted to the Board for approval at the December meeting. The report noted that while the current Strategic Plan expired in August 2026, operations would continue based on its key objectives, which were not expected to change significantly in the new draft.
