Summary

Open Council Network is an independent organisation. We report on Kingston upon Hull and are not the council. About us

The Cabinet of Kingston upon Hull Council was scheduled to consider a range of important matters, including proposed amendments to the Highways Capital Programme, a review of moving traffic enforcement, and the commencement of procurement processes for waste disposal and treatment contracts. The meeting was also scheduled to discuss the establishment of a learning and training framework, the procurement of food ingredients, and the second formal revenue budget monitoring report for 2026-27.

Proposed Amendments to the Highways Capital Programme 2026-27 to 2029-30

The Cabinet was scheduled to consider proposed amendments to the Highways Capital Programme for the years 2026-27 to 2029-30. This report was an update to the programme previously agreed in April 2026. The proposed amendments were to include additional Local Transport Grant (LTG) funding, awarded by the Department for Transport (DfT) via the Hull and East Yorkshire Combined Authority (HEYCA), which had been confirmed for 2026/27. The programme was also scheduled to include funding from council resources and funding that had been reprofiled from previous financial years, including external grant funding. The report outlined that the programme was aligned with the ambitions and commitments within the new Community Plan and supported by the Local Transport Plan, aiming to maintain the existing highway asset to a high standard, introduce community-desired interventions, and support sustainable economic growth and equitable access for all.

Moving Traffic Enforcement - Review

A review of Moving Traffic Enforcement (MTE) and Parking Contraventions was scheduled to be discussed. The report was to seek approval to award delegated powers to the Portfolio Holder for Transport and Infrastructure and the Assistant Director for Streetscene, in conjunction with the Highway Authority and Humberside Police, to agree future officer recommendations regarding MTE and related activities. The meeting was also scheduled to consider recommendations regarding the cameras currently in use and any additional cameras to be procured, along with the process for their procurement. A recommendation was to be made regarding the most appropriate method for reviewing the data gathered by these cameras, and confirmation of the requirements relating to the Traffic Management Act 2004 (TMA 04), Part 6, concerning financial provisions, was to be sought.

Waste Disposal and Treatment Contracts

The Cabinet was scheduled to consider and agree the commencement of a procurement process for Waste Disposal and Treatment Contracts on behalf of both Hull City Council and East Riding of Yorkshire Councils. These proposed contracts were intended to cover a duration of 10 years from 1 April 2030 to 31 March 2040, with options to extend for up to two further 5-year periods. The current municipal solid waste disposal contractual arrangements for both councils were scheduled to expire on 31 March 2030, with no further extensions permitted under existing terms. The existing contracts encompassed four core service elements: Residual Waste Treatment (black bin), Organic Waste Processing (brown bin), Material Recycling Facility (blue bin), and Household Waste Recycling Centres (HWRC) and Transfer Loading Station (TLS). The projected total contract cost for the maximum 20-year period was estimated at approximately £412 million, based on data from April 2026.

Learning and Training Framework

The purpose of a report scheduled for discussion was to seek authorisation to establish a light touch Framework for the provision of Learning and Development services under the regulations of the Procurement Act 2023 (PA23). The meeting was also scheduled to seek approval for the proposed procurement approach and to delegate authority to undertake the respective procurement exercises and onboard suppliers to the Framework during its planned opening period of eight years from its inception. The Cabinet was scheduled to approve the ending of the current learning and training dynamic purchasing system and its replacement with a PA23-compliant light touch Framework agreement, intended to provide a proportionate, transparent, and flexible mechanism for commissioning education and skills-based services.

Provision of Food Ingredients

The Cabinet was scheduled to seek authorisation to procure a single managed service contract for the supply of food ingredients. This contract was intended to commence on 1 September 2027 for an initial period of three years, with the option to extend for up to two further one-year periods. The current contract was scheduled to expire on 31 August 2027, with no further extension options available. The proposed procurement was to be undertaken through a further competition exercise utilising ESPO Framework 83_25, which covers Ambient, Chilled, Frozen Foods and Fresh Fruit, Vegetables and Salads. This approach was intended to retain the operational and environmental benefits of the existing managed service model while introducing a competitive element to demonstrate value for money and ensure compliance with procurement requirements.

Second Formal Revenue Budget Monitoring Report 2026-27

The Cabinet was scheduled to receive an update on the revenue budget monitoring position as at period 5 (August 2026). The report was to provide explanations for material variances from the budget, present year-end projections, and outline management actions being taken. The report was scheduled to detail the General Fund revenue budget monitoring position, as well as those for the Dedicated Schools Grant (DSG) and the Housing Revenue Account (HRA). Projections at this stage indicated a potential year-end overspend of £8.3 million for the General Fund, representing a negative movement compared to the previously reported position. Pressures in both Adult and Children's Social Care were noted as having increased, with only partial mitigation from corporate contingencies. The report was to detail the primary drivers of the forecast overspend in Adult Social Care, relating to an increased number of clients in supported living and residential care, and higher package costs. Projected pressures in Children and Young People and Family Services were attributed to increased average costs of provision for children looked after, financial pressures in children's homes, and pressures on Home to School Transport. The report was also scheduled to detail the projected in-year deficit for the DSG and the requirement to fund its share of the cumulative deficit, as well as a pressure reported for the HRA.
