The Licensing Sub-Committee is scheduled to consider an application for a new premises licence for Mann Food & Wine. This will involve reviewing representations from the Metropolitan Police Service and the Licensing Authority.
New Premises Licence for Mann Food & Wine
The main item scheduled for discussion is an application for a new premises licence for Mann Food & Wine, located at 16 King Street, Southall, UB2 4DA. The application seeks to allow the supply of alcohol for off-premises consumption daily between 08:00 and 23:00, with the premises also open to the public during these hours.
The report pack indicates that two representations have been received in objection to the application: one from the Metropolitan Police Service and another from the Licensing Authority. Both representations raise concerns related to the licensing objectives of preventing crime and disorder, public safety, and preventing public nuisance.
The Metropolitan Police Service's representation highlights the previous revocation of a premises licence for this location in November 2023, when Mr Gurjeet Singh Khurana was the Premises Licence Holder (PLH) and Designated Premises Supervisor (DPS). The police state they have no confidence that the licensing objectives will be promoted, citing past issues and the applicant's continued involvement. They also express concerns about the premises being located within the Southall Special Policy Area (SPA), which was established due to significant levels of public nuisance, crime, and disorder fuelled by alcohol availability. The police note that the proposed hours for the supply of alcohol are outside the council's core hours for Fridays, Saturdays, and Sundays.
The Licensing Authority's representation also details concerns stemming from the premises' history, including the discovery of illicit and non-compliant products during a previous visit. It also references a joint visit on 15th September 2026, where a baseball bat was found behind the sales counter, which staff indicated was used to scare people.
The representation further details ongoing issues within the King Street and wider Southall area, including street drinking, alcohol-related anti-social behaviour, and public nuisance, as evidenced by PC Camelia Moisa. The Licensing Authority is not satisfied that the applicant has demonstrated that the premises would be unlikely to add to the existing cumulative impact in the Special Policy Area.
The committee will consider the application, operating schedule, representations, and the Council's Statement of Licensing Policy1. The report pack outlines potential outcomes, including granting the application as is, granting it with additional or modified conditions, excluding licensable activities, refusing to specify a Designated Premises Supervisor (DPS), or rejecting the application entirely.
