A meeting of the Wandsworth Borough Council was scheduled to take place on Thursday 22 October 2026. The primary purpose of the meeting was to consider the Council's Constitution, a document that outlines the rules and procedures governing how the council operates. The report pack provided to attendees detailed the various parts of the Constitution that were scheduled for consideration.
The Council Constitution
The Wandsworth Borough Council Constitution was scheduled to be considered. This comprehensive document, originally adopted on 10 September 2001 and incorporating subsequent amendments, was scheduled to set out the framework for the Council's operations in accordance with the Local Government Act 2000. It was scheduled to detail how decisions are made, the procedures followed, and the principles of efficiency, transparency, and accountability to local residents. The Constitution was also scheduled to address the shared staffing arrangements with Richmond-upon-Thames London Borough Council, ensuring that decisions affecting services in each borough were scheduled to be made in accordance with their respective constitutions.
The Constitution was scheduled to be divided into several parts, each covering different aspects of the Council's governance:
- Part 1: Summary and Explanation was scheduled to provide an overview of the Constitution's purpose and content.
- Part 2: Articles of the Constitution was scheduled to detail the fundamental rules governing the Council's business, including articles on the Constitution itself, Members of the Council, Citizens and the Council, the Full Council, the Mayor, Overview and Scrutiny Committees, the Executive, Regulatory and Other Committees, the Standards Committee, Area and Consultative Forums, Joint Arrangements, Officers, Decision Making, Finance, Contracts and Legal Matters, Review and Revision of the Constitution, and Suspension, Interpretation and Publication of the Constitution.
- Part 3: Responsibility for Functions was scheduled to outline the specific responsibilities of the Full Council, Overview and Scrutiny Committees, the Executive, Regulatory and Other Committees, and the Standards Committee. It was also scheduled to detail delegations to officers and other bodies.
- Part 4: Rules of Procedure was scheduled to cover the detailed procedural rules for various Council bodies, including Standing Orders of the Council, Executive Procedure Rules, Overview and Scrutiny Committee Procedure Rules, Access to Information Procedure Rules, Officer Employment Procedure Rules, Budget and Policy Framework Procedure Rules, Financial Regulations, Procurement Regulations, and Legal Proceedings.
- Part 5: Codes was scheduled to include the Code of Conduct for Members, the Code of Conduct for Employees, and the Code of Corporate Governance.
- Part 6: Members' Allowances Scheme was scheduled to detail the allowances to which councillors were scheduled to be entitled.
- Part 7: Management Structure was scheduled to outline the Council's departmental structure and the deployment of officers.
The report pack was also scheduled to include appendices detailing the functions of the Full Council, Overview and Scrutiny Committees, the Executive, Regulatory and Other Committees, and the Standards Committee. It was further scheduled to outline the Scheme of Delegations to Officers and delegations to other bodies, including joint committees.
The meeting was scheduled to consider the entirety of this framework, ensuring that the Council's operational and decision-making processes were clearly defined and adhered to. The Constitution was scheduled to be a foundational document for the Council's governance, and its review was scheduled to ensure its continued relevance and effectiveness.
