The Licensing Sub-Committee is scheduled to consider an application for a new premises licence for a B&M store in Acton. The committee will also review a panel procedure guidance note.
Application for a New Premises Licence for B&M Store
The main item scheduled for discussion is an application for a new premises licence for B&M Store, located at Unit 4C, The Oaks Shopping Centre, High Street, Acton, W3 6RE. The application, submitted by B & M Retail Limited, seeks permission for off-sales of alcohol with proposed opening hours from 07:00 to 23:00, seven days a week.
The report pack includes details of Ealing Council's Statement of Licensing Policy1, which outlines proposed standards and controls to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The policy also details core hours for the supply of alcohol and late-night refreshment within town centre and local neighbourhood areas. The committee will consider how the application aligns with these policies and any representations made.
The application form details the proposed licensable activities, including the supply of alcohol. It also outlines the steps B&M intends to take to promote the licensing objectives, such as the implementation of a multi-camera CCTV system, staff training on age-restricted sales and Challenge 25 policies, and measures to prevent public nuisance. A designated premises supervisor, Deega Abdillahi, has been named on the application.
A representation has been received from Alice Driver, a resident living above The Oaks Shopping Centre. Ms. Driver welcomes the proposed B&M store but expresses concerns specifically regarding the sale of alcohol and the requested licensing hours. She notes existing issues with antisocial behaviour and suspected drug-related activity in the area and is concerned that the proposed alcohol sales until 11 pm could exacerbate these problems. Ms. Driver requests that the Licensing Authority consider appropriate conditions or reduced hours to minimise the potential impact on local residents.
The committee will also review a Panel Procedure Guidance Note2, which outlines the procedure for Licensing Sub-Committee hearings.
