Open Council Network is an independent organisation. We report on Aberdeen City and are not the council. About us
The Integration Joint Board (IJB) met on Tuesday 30 June 2026, approving revised Standing Orders and Terms of Reference for the IJB and its committees, and endorsing new Locality Plans for North, South, and Central Aberdeen for the period 2026-2036. The Board also approved the implementation of Service Level Agreements (SLAs) for 12 Hosted Services across Grampian.
IJB Scheme of Governance Annual Review
The Board approved revised Standing Orders and Combined Terms of Reference for the IJB and its committees. These changes, effective from 1 September 2026, incorporate legislative updates regarding the voting rights of lived experience representatives and aim to enhance clarity and scrutiny within the IJB's governance framework. The revised documents will be uploaded to the Aberdeen City Health and Social Care Partnership's website.
New Locality Plans 2026-36
The IJB considered and endorsed the new Locality Plans for North, South, and Central Aberdeen for the period 2026-2036. These plans, developed collaboratively with community members, Locality Empowerment Groups, and Priority Neighbourhood Partnerships, align with the new 10-year Local Outcome Improvement Plan. The plans focus on tackling inequalities and the wider determinants of health, such as income, employment, and access to services, with a commitment to promoting fairness and improving life chances across the city. The Aberdeen City Health and Social Care Partnership and its commissioned partners were requested to promote these plans within their organisations. The Chief Officer was instructed to report annually on the performance of these plans to the Risk, Audit, and Performance Committee from September 2027.
Hosted Services: Service Level Agreements
The Board approved the implementation of Service Level Agreements (SLAs) for 12 Hosted Services across Grampian. These SLAs detail the services provided, performance measures, and financial arrangements, aiming to improve transparency and accountability for strategic planning of these services. The approach to agreeing future transformation activity was also approved, emphasising a collaborative, data-led process with clear outcomes. The Chief Officer was instructed to submit baseline performance data reports by 1 December 2026 to inform decisions on future performance reporting arrangements.
Alcohol & Drug Partnership Annual Report 2025
The Board considered the Aberdeen City Alcohol and Drug Partnership (ADP) Annual Report for 2025-2026, which highlighted progress in prevention, harm reduction, treatment quality, recovery, and intelligence-led delivery. The report also detailed the response to emerging risks of drug-related harm, including the synthetic opioid overdose cluster. The Chief Officer was instructed to report back on the updated ADP Strategic Delivery Framework, the Partnership Delivery Framework, and associated ADP Terms of Reference.
Chief Officer's Report
The Board noted the detail within the Chief Officer's report, which provided updates on national, regional, and local activities. Key highlights included Aberdeen City Health & Social Care Partnership's identification as a test site for the Scottish Learning and Improvement Framework, the visit of the Cabinet Secretary for Health & Care, and the opening of a new mental health hub, The Nook,
in Marischal Square. The report also noted the designation of Grampian's Mental Health and Learning Disability service with Pathway to Excellence accreditation, the first in Scotland and the UK.
