Open Council Network is an independent organisation. We report on Aberdeen City and are not the council. About us
Aberdeen City Council noted the prolonged situation regarding Reinforced Autoclaved Aerated Concrete (RAAC) cases in the Balnagask housing estate and expressed regret for the lack of leadership from the Co-Leaders of Aberdeen City Council, Councillors Allard and Yuill, in securing a timely settlement for affected homeowners. The council also noted the significant impact the RAAC situation has had on homeowners and the lack of timely resolution.
Balnagask Housing Estate RAAC Cases
The council resolved to instruct the Chief Executive, or acting Chief Executive, to assume direct oversight of the Council's response to the remaining Reinforced Autoclaved Aerated Concrete (RAAC) cases in the Balnagask housing estate1 in Torry. This decision follows a written request for a special meeting to address the prolonged situation, which has affected homeowners for almost 30 months. The council noted that homeowners were given a short deadline to accept enhanced discretionary terms for the purchase of their properties, with many viewing this as unreasonable.
The council expressed regret for the lack of leadership from the Co-Leaders of Aberdeen City Council, Councillors Allard and Yuill,
in securing a timely settlement for affected homeowners. It was also noted that homeowners had not received a clear explanation of the administration's intended actions should they be unable to accept the offer within the prescribed period.
To ensure affected homeowners receive certainty, clarity, and a fair resolution, the Chief Executive, or acting Chief Executive, is instructed to assume direct oversight. This includes ensuring named officers engage directly with each remaining homeowner, establishing specific issues preventing settlements, and determining what reasonable assistance the council can provide. A report is to be brought to the next practicable council meeting, no later than 31 December 2026, containing a comprehensive options appraisal for homeowners who have not yet agreed to voluntary acquisition. This appraisal will include available options, impacts on the council and building owners, financial and legal implications, timescales, and potential unintended consequences.
The council resolved to have no confidence in Councillor Allard.

Reinforced Autoclaved Aerated Concrete (RAAC) is a lightweight form of concrete used in construction, particularly in the mid-20th century. Its structural integrity has been a concern in recent years, leading to safety assessments and remedial works in affected buildings. ↩
