Open Council Network is an independent organisation. We report on Kingston upon Hull and are not the council. About us
The East Area Committee of Kingston upon Hull Council is scheduled to meet on Tuesday 10 November 2026. The meeting's agenda includes discussions on the East Area Delivery Plan, traffic regulation orders, and the allocation of Section 106 and Community Infrastructure Levy (CIL) funds. Updates on street lighting, community high streets, and housing performance are also listed.
East Area Delivery Plan
The committee is scheduled to review the East Area Delivery Plan, focusing on its ambitions, priorities, and actions. This discussion aims to facilitate progress towards the strategic vision established within the plan. An update on the development of this Delivery Plan is also scheduled.
Allocation of Section 106 and CIL Funds
A report is scheduled to advise the committee on available Section 106 and CIL monies for projects within the East Area Committee's jurisdiction. The committee is also expected to consider an agreement for the allocation of funds received through Section 106 planning agreements, specifically for the enhancement of public open space in the Marfleet Ward. These funds are intended to benefit residents of the ward and neighbouring areas.
Section 106 agreements are legal obligations entered into by developers to mitigate the impact of their developments, often contributing to local infrastructure or amenities. CIL is a charge that local authorities can levy on new developments to help fund infrastructure that supports the community.
Objections to Traffic Regulation Orders
The committee is scheduled to consider a report seeking approval to update the procedures for handling objections to Traffic Regulation Orders (TROs). This review follows the implementation of the council's six Area Committee structure. TROs are legal orders that regulate traffic, such as speed limits or parking restrictions.
Community Highstreets Street Lighting and Barrow Beat
Proposals for street lighting improvements within the Barham Road Neighbourhood Centre are scheduled to be outlined. Additionally, an update is expected on the development of a barrow beat-style
cleansing approach. This initiative is a response to engagement outcomes and aims to deliver enhanced street cleansing activities and engagement in Community Highstreet priority areas where cleansing, litter, and graffiti have been identified as community concerns.
Housing Revenue Account (HRA) Performance
A briefing paper is scheduled to provide members with an update on the Housing team's performance up to the end of September 2026.
East Ward Budgets
The committee is scheduled to be advised on the 2026-27 budget position for the East Area as of October 2026. This will include information on Ward Budgets and available Section 106 sums for each ward.
Other Scheduled Discussions
The agenda also includes a review of the minutes from the East Area Committee meeting held on 28 July 20261. A maximum of 15 minutes will be allocated for public questions. Furthermore, the committee is scheduled to receive updates on the Resolution List Briefing Paper and the Work Programme, which will allow members to suggest future agenda items.
