Open Council Network is an independent organisation. We report on Kingston upon Hull and are not the council. About us
The Economy and Environment Overview and Scrutiny Commission is scheduled to meet on Thursday 12 November 2026. The meeting's agenda includes updates on the Youth Enterprise Micro Business Team, portfolio holder priorities for Environment and Economic Renewal and Housing, and pre-decision scrutiny of several key infrastructure and development projects.
Local Cycling and Walking Infrastructure Plan
A significant item on the agenda is the pre-decision scrutiny of the Local Cycling and Walking Infrastructure Plan (LCWIP). This plan is expected to outline the council's strategy for improving cycling and walking routes across the city. The report pack for this item is extensive, spanning pages 35 to 284, suggesting a detailed review is anticipated.
East Bank Urban Village Phase 0, 1 & 2 Capital Funding
The commission is also scheduled to undertake pre-decision scrutiny of the capital funding for Phase 0, 1, and 2 of the East Bank Urban Village project. This development aims to regenerate a key area of the city, and the scrutiny will focus on the financial aspects of these initial phases.
Portfolio Holder Updates
Councillor Quinn, Portfolio Holder for Environment, is expected to outline their priorities for the year ahead. Similarly, Councillor Drake-Davis, Portfolio Holder for Economic Renewal and Housing, will present their key objectives. These updates will provide insight into the strategic direction for these crucial council areas.
Youth Enterprise Micro Business Team
An update on the work of the Youth Enterprise Micro Business Team within the Hull Youth Enterprise Eco-system is scheduled. This will include key developments and an update on the Mark Jones MBE Centre.
Corporate Fleet Charging Infrastructure
The commission will also undertake pre-decision scrutiny regarding the Corporate Fleet Charging Infrastructure, specifically concerning permission to re-tender.
Action Tracker and Work Programme
The meeting will also review the Action Tracker to ensure any outstanding actions are being addressed in a timely manner. Additionally, the commission will review and agree on the latest version of the Work Programme for 2026-27.
