The Schools Forum of Kingston upon Hull Council is scheduled to meet on Friday 13 November 2026 to discuss the Dedicated Schools Grant (DSG) for the upcoming academic years, as well as updates on various educational programmes and financial positions. The meeting will also cover the schools funding formula and performance outcomes.
Dedicated Schools Grant and Funding Formula for 2027-2028
A key item on the agenda is an update regarding the Dedicated Schools Grant (DSG) settlement for the 2027-2028 academic year. The Schools Forum will also receive information on the Schools Funding Formula for the same period. The DSG is a significant source of funding for schools, and the formula determines how this money is allocated to individual schools.
Dedicated Schools Grant Budget for 2026-2027
The Forum is also scheduled to receive an update on the budget position for all blocks of the Dedicated Schools Grant (DSG) for the 2026-2027 academic year. This will provide insight into the financial planning and allocation of funds for the current academic year.
Central School Services Block Funding for 2027-2028
Details of the funding and proposed budget for the Central School Services Block (CSSB) for 2027-2028 are set to be presented. The Schools Forum will be required to make decisions on this in its January meeting. The CSSB covers a range of services provided centrally by the local authority to schools.
Early Years Programme Update
An update on Hull's Early Years programme is also scheduled. This briefing paper will inform the Forum about the current state and developments within the early years sector in the city.
Special Educational Needs Briefing
The Forum will receive an update on Special Educational Needs (SEN). This will likely cover provision, support, and any relevant policy developments concerning pupils with special educational needs.
Performance Briefing Paper
An overview of the outcomes from the 2025/2026 academic year assessments is to be presented. This briefing paper will provide the Forum with information on school performance data.
High Needs Briefing and Working Group
The meeting will include a briefing paper on the High Needs financial position for 2026-2027 and other factors that may impact the High Needs financial plan. Additionally, the High Needs Working Group's purpose is to review and consult on all financial aspects of the DSG High Needs block budget. This operational group aims to examine specific issues in detail and formulate recommendations, consulting with other groups as appropriate before feeding back to the Schools Forum.
Work Programme
The Schools Forum will be updated on the Work Programme, with an opportunity for members to suggest future agenda items for discussion.
