The Executive Scrutiny Committee was scheduled to consider a report on the SEND Reform Programme, focusing on the Education White Paper and Local Area Reform Plan update. The meeting was also scheduled to cover procedures for livestreaming and evacuation.
SEND Reform Programme Update
The committee was scheduled to receive an update on the SEND Reform Programme, specifically concerning the Education White Paper and the Local Area Reform Plan. This agenda item, detailed across pages 13 to 50 of the supporting documents, was the primary focus of the meeting. The Special Educational Needs and Disabilities (SEND) system is a key area of focus for local authorities, aiming to ensure that children and young people with special educational needs receive appropriate support and education. The Education White Paper sets out the government's vision for education, and local area reform plans outline how councils will implement these changes.
Meeting Procedures
The meeting was scheduled to begin with a review of the livestreaming procedure. This procedure outlines how council meetings are filmed for broadcast on the council's website, with footage retained for 12 months. Attendees are informed that by participating, they consent to being filmed. The agenda also included a review of the evacuation procedure, with details provided on pages 7 to 10 of the relevant documents.
Other procedural items scheduled for the meeting included apologies for absence, declarations of interest, and the call-in meeting procedure. The call-in procedure allows scrutiny committees to review decisions made by the council's Cabinet.
