Summary
Open Council Network is an independent organisation. We report on East Riding of Yorkshire and are not the council. About us
The Council is scheduled to discuss a range of important matters at its upcoming meeting. Key topics include a motion calling for improved victim notification in cases of early release for offenders convicted of violent or domestic abuse-related offences, and opposition to proposed changes to planning rules that could reduce councillor involvement. The Council will also consider a review of waste management in the East Riding and concerns about the Hull and East Yorkshire Combined Authority's delivery of economic growth.
Motion on Victim Notification and Offender Release
Councillor Healing is scheduled to propose a motion calling on the Government to implement robust victim notification procedures for offenders convicted of violent or domestic abuse-related offences who are considered for early release. The motion seeks to ensure timely and accessible information for victims regarding release arrangements and licence conditions. It also calls for thorough individual risk assessments before any early release, with particular attention to risks posed to known domestic abuse victims. Furthermore, the motion advocates for sufficient probation and safeguarding capacity to ensure effective supervision and monitoring of offenders, and an urgent review of early release arrangements for domestic abuse offenders, prioritising victim safety and confidence.
Opposition to Planning Rule Changes
Councillor Hammond is scheduled to propose a motion outlining opposition to proposed changes under the Planning and Infrastructure Bill, which could liberalise planning rules and reduce councillor involvement in decision-making for most planning applications. The motion also seeks to prevent Town and Parish Councils from determining which applications require democratic and public consideration. The Council would resolve for the Leader of the Council to write to Angela Rayner, the Secretary of State for Housing, Communities and Local Government, to express this opposition. The motion also supports recommendations from the Environment and Regeneration Overview and Scrutiny Subcommittee to prepare robust mechanisms for councillors, Town Councils, and Parish Councils to contribute meaningfully to planning application decisions.
Review of Waste Management
Councillor Saribal is scheduled to propose a motion to refer waste management in the East Riding to the Environment and Regeneration Overview and Scrutiny Sub-Committee for review. The motion requests that the Sub-Committee consider establishing a Review Panel to conduct an evidence-based review. This panel would examine existing arrangements for environmental monitoring, resident concerns and complaints, community engagement, and the accessibility and transparency of these arrangements. The panel would also assess public confidence and identify opportunities for improvement, requesting evidence from local residents, parish councils, ward councillors, relevant Council services, the Environment Agency, and other stakeholders. Recommendations would be made regarding transparency, accountability, public reporting, resident engagement, and confidence in environmental monitoring and complaint resolution.
Hull and East Yorkshire Combined Authority Concerns
Councillor Bibb is scheduled to propose a motion expressing concern about the Hull and East Yorkshire Combined Authority's1 lack of activity in delivering economic growth and the absence of permanent governance arrangements. The Council would agree to write to the Ministry of Housing, Communities and Local Government outlining these concerns and requesting an acceleration of the review of devolution arrangements in the region.
Clean Air Solar Farm Public Meetings
Councillor Redshaw is scheduled to propose a motion expressing concern that no public meetings are to be held in Cottingham or Skidby to allow residents to question Clean Air Solar Farm and raise concerns about the proposals. The motion calls on all scheme promoters to arrange and publicise public meetings in villages, at accessible venues and suitable times, to enable residents to obtain information, ask questions, and raise concerns directly.
Preston Parish Electoral Arrangements Community Governance Review
The Council is scheduled to consider the final recommendations of a Community Governance Review (CGR)2 for Preston Parish. Following a previous review in 2023, which involved boundary amendments and a reduction in the number of parish councillors, it has been identified that the remaining Preston South parish ward will have only 23 electors. A further, time-limited review has been undertaken to address this anomaly. The final recommendation is to remove the parish wards of Preston North and Preston South, making Preston an 'unwarded parish' while maintaining the total number of councillors at nine. This change is intended to be implemented in time for the next Ordinary day of election on 6 May 2027.
