Tree and Woodland Strategy 2021-2031
The committee received an update on the Tree and Woodland Strategy 2021-2031, which aims to manage and expand the tree population in Darlington. The strategy covers various policies, including Street Trees, Woodlands, and Trees in Parks and Open Spaces. Since 2022, 37,571 trees have been planted, supported by £533,975.94 from eight successful funding applications. Discussions included the management of trees on private land, Tree Preservation Orders, and the impact of Ash Dieback disease. The committee noted the report and the proposed action plan for 2024/25.
CCTV Camera Replacement Programme
The committee reviewed the progress of the CCTV Camera Replacement Programme. A 2021 review found that while the new Internet Protocol (IP) cameras in the town centre produced high-quality images, the older analogue cameras did not meet operational requirements. The programme, funded partly by the Home Office Safer Streets 2 Fund and the Police and Crime Commissioner, aims to replace these analogue cameras. Members discussed funding, the potential for facial recognition technology, and cyber-attack risk assessments. The report was noted.
Private Sector Housing Strategy
An update on the Private Sector Housing Strategy was provided, focusing on three core aims: ensuring decent quality homes, enabling growth in the private rented sector, and supporting all residents. Approximately 80% of Darlington’s 51,885 homes are privately rented, with the sector stabilising at around 20% of the housing market. Challenges include managing empty properties and increasing energy efficiency advice requests. The committee discussed inspection processes and landlord responses, noting the report.
Council Plan 2024-2027
The draft Council Plan for 2024-2027 was introduced, outlining long-term ambitions and priorities for Darlington. The plan includes three core values—addressing inequalities, tackling climate change, and efficient resource use—and six priorities: Economy, Homes, Living Well, Children and Young People, Communities, and Environment. Public consultation is open until 25 April, with 199 responses received so far. Members discussed biodiversity concerns and the nature emergency, appreciating the collaborative approach. The draft plan was noted, and members were encouraged to share it and promote the survey.
