The Licensing Sub-Committee of Portsmouth Council met on Wednesday 12 June 2024 to discuss several applications for variations of premises licences. Decisions were made on the applications for Pitigliano Restaurant Bar 29 and Zaytoona Moroccan Restaurant, while discussions on the applications for 29 Marmion Road and 17 Marmion Road were also held.
Pitigliano Restaurant Bar 29
The committee reviewed the application for variation of a premises licence for Pitigliano Restaurant Bar 29. The application sought to extend the hours of operation and include live music. Concerns were raised by local residents about potential noise disturbances and increased foot traffic. However, the restaurant's management assured the committee that soundproofing measures would be implemented and security would be increased to manage the additional patrons.
Councillor Paul Convery noted, The measures proposed by Pitigliano are satisfactory and should mitigate the concerns raised by the community.
The committee approved the application with the condition that noise levels be monitored regularly.
Zaytoona Moroccan Restaurant
The application for variation of a premises licence for Zaytoona Moroccan Restaurant was also discussed. The restaurant requested permission to serve alcohol until midnight and to host occasional live music events. Local business owner Mr. Marsden submitted a letter expressing concerns about late-night disturbances. The committee reviewed the Appendix E Letter to Mr Marsden which outlined the restaurant's commitment to adhering to noise control regulations.
The committee decided to grant the application, citing the restaurant's positive impact on the local economy and its efforts to address public nuisance concerns.
29 Marmion Road
The committee examined the application for 29 Marmion Road, which sought to extend its operating hours. Several representations were made, including Rep Chantler and Broadhead Rep, highlighting potential issues with noise and public disorder. The committee deferred the decision to a later date, requesting further information on the impact of extended hours on the local community.
17 Marmion Road
The application for 17 Marmion Road was also discussed, focusing on the prevention of public nuisance. The committee reviewed the Prevention of Public Nuisance Policy and several representations, including Rep Costa and Rep Marsden. Concerns were raised about the potential for increased noise and disruption to residents.
The committee decided to defer the decision, requesting additional measures from the applicant to address the concerns raised.
