The CPH Adult Social Care and Health Decision Session of Solihull Council on Monday 10 June 2024, focused on several key topics, including the approval of the Market Position Statement 2024-2027, the reprocurement of the Healthy Child Program Service, and the Smokefree 2030 initiative.
Market Position Statement 2024-2027
The council discussed the Market Position Statement 2024-2027, which outlines the council's intentions for market shaping under the Care Act. The document sets out the development of services and likely commissioning over the next three years. Caroline explained that the statement is both detailed and high-level to provide direction without being overly prescriptive. The council approved the publication of the statement and delegated authority to the Director of Adult Social Care to approve updates during the life of the plan.
Healthy Child Program Service Reprocurement
The council reviewed the Healthy Child Program Service, which is a mandated service funded through the public health grant. The service includes health visiting, school nursing, infant feeding, and the Family Nurse Partnership for adolescent parents. The council discussed the performance of the current provider, South Warwickshire University Foundation NHS Trust, and the focus areas for the new contract, including strengthening early help work and integrating services into family hubs. The council noted the purpose and deliverables of the service and the plan for reprocurement from March 2025.
Smokefree 2030 Initiative
The council discussed the Smokefree 2030 initiative, which aims to reduce smoking rates and address the growing trend of vaping among young people. The initiative includes the introduction of the Tobacco and Vapes Bill, which has been delayed due to political changes but is expected to be reintroduced. The council highlighted the importance of enforcement and the role of the Birmingham and Solihull Tobacco Control Alliance in delivering consistent messaging. The council also discussed the swap to stop
initiative, which provides free vape kits to smokers as a quit aid. The council endorsed the local proposed approach and will receive regular updates on progress.
