The People Overview and Scrutiny Committee of Cumberland Council met to discuss several key issues, including the Early Help and Prevention Strategy, the Family Wellbeing System, and the expansion of resources provision in Cumberland. The committee also addressed school catchment areas and appeal costs, and the role of councillors in supporting local initiatives.
Early Help and Prevention Strategy & Culture and Belonging for Children and Families
The Assistant Director Early Help, Prevention and Youth Justice presented the Family Wellbeing System and the Early Help and Prevention Strategy. The strategy, shaped by feedback from children, aims to foster a sense of belonging through Equity, Diversity and Inclusion (EDI). The Assistant Director highlighted joint efforts with other teams, including Adults Social Care and Public Health, to improve services for minority and LGBT+ groups.
The Deputy Director of Education from the Diocese of Carlisle inquired about future partnerships. The Assistant Director explained that the team is collaborating with various organisations, including Anti-Racist Cumbria (ARC), to provide dedicated anti-racist support.
Members raised concerns about staff recruitment and retention. The Assistant Director noted that a strategy is in place to build a sufficient workforce, and early signs are encouraging despite challenges. The use of Amazon gift vouchers for participation incentives was also questioned, but it was clarified that this is a corporate decision.
The Portfolio Holder for Lifelong Learning and Development discussed efforts to improve school attendance and support structures. Members expressed their willingness to assist in promoting belonging and addressing practical challenges in their localities.
School Catchment Areas and Appeal Costs
Members discussed school catchment areas and appeal costs, which will be addressed by the proposed Working Group. The Policy and Scrutiny Advisor noted that the appropriate directorate would be included in the discussions.
Expansion of Resources Provision in Cumberland
A member requested that the Expansion of Resources Provision in Cumberland
be added to the Work Programme, which the committee agreed to.
Committee Update
The Policy and Scrutiny Advisor provided an overview of the Committee Update, highlighting the Forward Plan of Key Decisions and planned Tripartite sessions. Members discussed the catchment areas and appeal costs for schools, which will be addressed by the proposed Working Group.
Future Meetings and Training
Members expressed interest in EDI training, including unconscious bias training. They also requested clarification on future funding for community centres and the support available for teachers regarding mental health.
The Assistant Director Early Help, Prevention and Youth Justice was thanked for her presentation and the information provided. Members agreed to set up a one-off meeting to explore wider community questions related to EDI, anti-racism, and the role of councillors.
The next meeting date and venue will be confirmed following the Annual General Meeting in May.
