The Cabinet of Havant Borough Council met on 12 June 2024 to discuss various matters, including the operation of the Meridian Centre, the renewal of Public Space Protection Orders, and the Langstone Flood and Coastal Risk Management scheme. Key decisions were made regarding these topics.
Review of the Operation of the Meridian Centre
Councillor Kennett, Chairman of the Overview and Scrutiny Committee, presented a report on the Meridian Centre's operation. The Cabinet agreed to amend recommendation 3 of the report to reflect the role of the newly created Havant Partnership Board. The Cabinet resolved to:
- Write to Hampshire County Council to improve the connection with Solent Road Retail Park and make the area outside St Faiths Church a pedestrian zone.
- Focus on improvements to Market Parade to encourage more shops to cluster around the Meridian Centre.
- Use the Havant Partnership Board as a forum for residents to discuss the further development of the Meridian Centre and Havant Town Centre.
Public Space Protection Order (Dogs)
Councillor Robinson introduced a report recommending the renewal of the Public Spaces Protection Order - Dogs for three years. The Cabinet agreed to renew the order, which will now expire on 30 April 2027.
Public Space Protection Order (Pigeons in Waterlooville Town Centre)
Councillor Robinson also introduced a report recommending the renewal of the Public Spaces Protection Order relating to the exclusion of feeding pigeons in Waterlooville Precinct. The Cabinet agreed to renew this order for three years, expiring on 30 April 2027.
Q3 Finance Report
Councillor Bowdell presented the Q3 Finance Report, outlining the financial and performance position of the Council for the third quarter of the 2023/24 financial year. The Cabinet noted the report's recommendations, including the Revenue Forecast Outturn, Performance Information, Capital Programme Monitoring, and Prudential Indicators.
Langstone FCERM Scheme - Planning and Consenting Phase
Councillor Fairhurst introduced a report on the Langstone Flood and Coastal Risk Management (FCERM) scheme. The Cabinet approved the continued progression of the Planning and Consenting management stage, with an estimated cost of £300k - £400k. They also endorsed efforts to close the project's funding gap and work with partner agencies, with the Leader writing to National Highways for support.
Chichester Harbour Investment and Adaptation Plan (CHIAP)
Councillor Fairhurst presented a report on the Chichester Harbour Investment and Adaptation Plan (CHIAP). The Cabinet resolved that Havant Borough Council would lead the submission of a business case for up to £2.2 million in funding from the Environment Agency. The plan aims to strengthen the resilience of Chichester Harbour's communities and environment to flooding and coastal change up to the year 2100 and beyond.
Horizon Leisure Centre Lease Variation
Councillor Fairhurst introduced a report on proposed revisions to the lease agreements with Horizon Leisure Trust for Havant Leisure Centre and Waterlooville Leisure Centre. The Cabinet agreed to revise the lease agreements and delegated authority to the Chief Executive to finalise the terms.
Environmental Health Enforcement Policy
Councillor Lloyd introduced a report on proposed revisions to the Environmental Health Enforcement Policy. The Cabinet recommended the Council approve the revised policy and delegated authority to the Executive Head of Place to amend the policy for factual errors and regulatory changes.
Langstone Harbour Sea Water Sampling Update
Councillor Lloyd presented a report on water quality sampling in Langstone Harbour during 2023. The Cabinet endorsed the publication of the results and supported continued collaboration with partner agencies to protect water quality.
